Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.
Established in 1975 to assist refugees from Vietnam, Loas and Cambodia, the IRC Thailand is one of the longest-running country programs. Operating from Mae Sot with a small representational office in Bangkok, the IRC is currently supporting the transition of residents of the Thai-Myanmar refugee camps to a life of self-reliance within Thailand. IRC also provides emergency assistance to people fleeing violence and unrest in Myanmar and supports the Royal Thai Government and local civil society to strengthen climate resilience in Thailand’s southern states.
The IRC Protection and Empowerment Program work to protect and promote the rights of crisis-affected and displaced populations along the Thailand – Myanmar border by ensuring people are safe in their homes and communities, receiving timely and appropriate support after experiencing harm, and are empowered to make free and informed decisions about their lives and futures. The program supports displaced populations to build self-reliance and future planning capacity, including through employability and life-skill development. It adopts a multi-sectoral approach, coordinating legal, medical, and psychosocial services to provide comprehensive and integrated protection assistance. Gender equality, diversity, and inclusion are mainstreamed across all activities, and the program is committed to strengthening the use of data for evidence-based decision-making and advocacy to improve protection system and outcomes for displaced population in Thailand.
Job Overview/Summary:
Under the direct supervision of Protection and Empowerment Coordinator, the Senior Protection Manager (Protection Information) provides technical leadership in protection information management including the production, analysis, and use of protection data to strengthen evidence- programming, protection strategies, long-term protection outcomes and information service to target population. The position oversees protection monitoring system, coordinates protection analysis, and leads to the implementation of responsive information services.
This role acts as the focal point for generating high-quality protection information products – including reports, analyses, and advocacy materials – to inform decision-making at program, coordination, and senior leadership levels. Ensure implementation align with Protection Information Management Principle. The position ensures that protection information is timely, accurate, actionable, and aligned with organizational standards and donor expectations.
Major Responsibilities:
Program Implementation
- Lead responsive information services including collaborating with stakeholders to identify information needed, developing contents of information package for responsive information activities and working with stakeholders on information dissemination.
- Coordinate with local organizations and community leaders to implement responsive information activities that address protection needs, raise awareness and promote informed decision-making and rights among refugees.
- Utilize the Multi‑Purpose Community Center (MPCC) as an information hub, supporting information dissemination, feedback mechanisms, and community engagement to strengthen two-way communication and community access to critical protection information.
- Serve as focal point to manage and maintain system administration for IRC’s digital information tools, social media, and direct communication channels (SignPost) ensuring quality control, data protection, and responsiveness of information services.
- Served as the technical focal for Protection Information Analysis exercises within Protection and Empowerment program and contribute to the IRC Thailand Strategic Action Plan, in close collaboration with the MEAL team.
- Facilitate regular protection information analysis, including protection monitoring, protection analysis and producing its reports.
- Implement protection monitoring exercise including tool revision, collaborating with MEAL team on sampling strategies, and data collection methodologies, and producing analytical reports ensuring data quality, representativeness, and relevance to program and strategic needs.
- Work with MEAL team to identify and facilitate the process to determine information management exercise needed and develop information management plan, including Protection Monitoring, Context Analysis and future information exercise define by program strategy.
- Support Protection and Empowerment Coordinator and IRC senior management in the development of position papers and other information products to inform evidence-based response and advocacy.
- Lead the capacity development of IRC staff and partners on Protection Information.
- Ensure documentation of lessons learned, best practices, and case studies to inform program learning, donor reporting, and technical guidance.
Program Management and Development
- Develop and manage project spending plans, ensuring expenditures for protection information management exercises and responsive information activities remain on track and compliant with IRC and donor requirements. Under the guidance of Protection and Empowerment Coordinator, ensure project budget is not over or under spent but on track.
- Support the Protection and Empowerment Coordinator in business development, proposal development and donor reporting processes.
Program Strategy
- Engage with IRC’s Technical Advisor on Violence Prevention and Response Unit to provide meaningful technical support and guidance into program design, implementation, and research as well as proposal development and strategy discussion.
- Analyze trends, risks, and emerging protection issues to inform adaptive programming in collaboration with other Senior Protection Managers.
Partnership and Coordination
- Work closely with other protection staff to identify partners’ technical capacity‑building needs and provide appropriate support to strengthen system-wide use of protection information and analysis.
- Represent Protection and Empowerment Program to national and local stakeholders, in close coordination with Protection and Empowerment Coordinator to develop and maintain meaningful relationships.

Job Requirements:
- A university degree in social science, development, humanitarian studies, communication or related fields.
- Minimum 5-7 years of experience in protection programming, information management, humanitarian analysis or related technical fields.
- Strong communication skills in written, verbal and presentation in English and Karen/Burmese, knowledge of Thai language an asset.
- Proven experience in qualitative and quantitative data collection, analysis and reporting, including through the protection analytical framework, and familiarity with relevant internation framework; and demonstrated ability to produce quality protection reports under thigh deadlines.
- Proven experience with Canva for designing social media graphics, infographic, and presentation.
- Proven ability to translate complex data into engaging, easy-to-understand infographic.
- Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries
- Strong interpersonal skills including the ability to work collaboratively in a multi-cultural environment as well as independently.
- Interpersonal Qualities: works in a teamwork with minimum supervision, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Working Environment: This position is based in the IRC office in Mae Sot with regular travel to other field sites.
