Background

APHR is a regional network of current and former parliamentarians who use their unique positions to advance human rights and democracy in Southeast Asia. We seek to help create a region where people can express themselves without fear, live free from all forms of discrimination and violence, and where development takes place with human rights at the forefront. 

Our members use their mandate to advocate for human rights inside and outside of parliaments, regionally and globally. They work closely with civil society, conduct fact-finding missions, and publish recommendations and opinions on the most important issues affecting the region. 

APHR was born out of the recognition that human rights issues in Southeast Asia are interconnected, and from the desire of progressive legislators to work together across borders to promote and protect human rights (www.aseanmp.org).

 

Position Overview

APHR is looking to recruit a part-time consultant based Thailand to work as a National Focal Point for the organization’s work there.

This is an opportunity for a professional or recent graduate to get involved in one of the region’s most dynamic organizations. The ideal candidate will already be working in the field of human rights, politics, or a related area and can commit to an additional 20 hours a month (4 to 5 hours a week) for APHR work.

As the National Focal Point, you will work remotely and remain in direct contact with the APHR Secretariat. The National Focal Point will be reporting directly to the M&E Officer under the guidance of the Operations Director. She/he will also coordinate and provide support to the APHR Thai-based staff and Board Member for Thailand.

Candidates will ideally be located in Bangkok, Thailand; English fluency is required.

This is a yearly fixed-term renewable contract. A modest stipend/allowance of US$250-$350 (after tax) will be given monthly.

 

Main Responsibilities

  • Report and update the parliamentary calendar, parliamentary committees and members, rules of procedures in your own country;
  • Help identify and communicate with potential new APHR members (including former MPs to take part in APHR events); Act as liaison between APHR Members and staff;
  • Translate and disseminate select APHR statements and documents;
  • Monitor and provide timely updates on key human rights issues and developments and legislation based on thematic areas;
  • Monitor local media mentions and APHR MPs activities in your country;
  • Regularly update and maintain a database of APHR members;
  • Provide advice and support to the APHR Secretariat and members on APHR-related inquiries; and
  • Attend APHR-related meetings and events where necessary and within reason, taking notes and reporting back to the Secretariat.

 

Qualifications and Experience

Required

  • Bachelor’s degree in political or social science, journalism, or other related field, or equivalent experience;
  • Fluency in written and spoken English;
  • Passionate and demonstrated knowledge of and dedication to human rights values and /or Southeast Asian politics;
  • Self-motivation, self-discipline, and strong research and communication skills;
  • Proficient in basic office computer software programs (such as Google Suite, Microsoft Office, Skype) and smartphone applications (such as Signal and Whastapp);
  • Access to a reliable Internet connection and use of a computer/laptop and smartphone.

 

Desirable

  • At least two years experience working in a related field, preferably in the field of NGO program management or research in human rights within a Southeast Asian context;

 

  • Experience working with parliamentarians or politicians and/or government and international development agencies;
  • Knowledge of ASEAN human rights instruments and the issues facing the development of a regional human rights mechanism in Southeast Asia;
  • Network of contacts in civil society in Thailand.
