The Enhancing Equality in Energy for Southeast Asia activity (“Activity”) will identify challenges for gender equality in the energy sector in Southeast Asia and implement solutions to overcome them over the period August 2020 to August 2023. As a regional Activity, implementation will occur in Burma, Cambodia, Indonesia, Laos, the Philippines, Thailand and Vietnam, managed from a central office in Bangkok, Thailand. This is a is full-time position based in CORE’s office in Bangkok, Thailand.


Position Description:

CORE International is seeking a qualified Finance/Accounting Specialist (“Specialist”) to support this three-year Activity.

The Specialist will be responsible for oversight of all financial transactions emanating from the Bangkok, Thailand Office including ensuring that, under the direction of the Chief of Party (COP), all Activity resources are effectively and efficiently budgeted, disbursed, monitored and reported. The Specialist will manage the accounting, financing, and administrative components of the Activity including petty cash funds and field office finance, banking, accounting, and administrative activities in accordance with US government Federal Acquisition Regulations (FAR). S/he will maintain the office’s financial management systems, procedures, and controls to ensure consistency with standard operating procedures and US government policies. S/he will support the COP in overseeing procurement activities in-country and the review and approval of vouchers and payments. In addition, S/he will manage all financial files, and support quarterly and annual financial reviews and reporting.

The Specialist must be both detailed and results oriented, with demonstrated ability to manage Activity budgets and finance/accounting functions adhering to FAR and US government financial standards for documentation and reporting of all contract funds. Specialist must have excellent verbal, writing, listening, communication, and interpersonal skills.

The Specialist will be based in Bangkok, Thailand for the duration of the Activity (August 2020-August 2023).


Responsibilities and Reporting Requirements:

  • Report directly to the Chief of Party (COP) for the Activity in the Bangkok Office.

  • Coordinate all budgeting, procurements, banking, payments, tax reporting, and financial filings through the COP.

  • Coordinate monthly requests for funds to ensure the Activity has all necessary funds for operations.

  • Coordinate with the Home Office to ensure that all fiscal/accounting functions are in full compliance with corporate cost accounting requirements and all USG and contractual requirements.

  • Coordinate and oversee tender documents and procurement activities in-country under the supervision of the COP.

  • Support the preparation of Activity-specific budgets such as for conferences, workshops, training programs, field and site visits, and other events. Monitor and report on the expenditures for such events and ensure compliance with the requirements for reasonableness, allowability, and allocability.

  • Review and certify all vouchers for payment by the COP and ensure all payments are reasonable, allowable, and allocable to the Activity in accordance with USAID and CORE requirements.

  • Maintain financial controls and procedures for the management of funds throughout the duration of the Activity.

  • Oversee and assist in payroll and tax reporting requirements. In Thailand as well as support the CORE corporate office in documenting all Activity expenditures.

  • Develop budget projections, provide financial reports, and maintain all files and back up documentation.

  • Provide input related to finance and accounting for all Quarterly Reports and Annual Reports required under the contract for the Activity.


Qualifications, Education, Experience, and Skills:

  • Master’s degree in finance/accounting, business administration, management or related field and five years of experience or a Bachelor’s degree in finance/accounting/business and 10 years of experience in financial management and accounts management of donor-funded (preferably USAID) activities in Southeast Asia. Professional certifications in finance and accounting will be a plus.

  • Relationships and experience working with partner governments, donors, and/or the private sector in Southeast Asia.

  • Demonstrated effective interpersonal skills, problem solving, conflict resolution, ethical management skills, and analytical skills.

  • Strong computer skills, especially with accounting software, spreadsheets, and financial analysis.

  • Must be able to pass background check in order to be bonded.

  • Fluency in spoken and written English.
