Position title: Climate Change Technical Support
Salary: Depending on experience
Contract: 12.5 month
Place of work: Regional Collaboration Center (Bangkok) at IGES Regional Centre in Bangkok (BRC), while following UNFCCC’s Work-Remotely policy during the COVID-19 period
Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.
The Mitigation Division (MD) is leading in the development and effective implementation of innovative approaches to broaden the engagement in and effectiveness of action to mitigate climate change and drive sustainable development. MD supports the operationalization of the cooperative approaches established by Article 6 of the Paris Agreement and broader efforts to engage non-Party stakeholders in climate action. MD manages the NAZCA platform, supports the COP Presidencies’ Climate Action Champions and supports the implementation of the three Kyoto mechanisms - the Clean Development Mechanism (CDM), Joint Implementation (JI), and International Emissions Trading (IET).
The Regional Collaboration Centres (RCCs) of the UNFCCC secretariat work in collaboration with local and regional agencies and multilateral development banks (RCC host partners) to support national climate action through capacity-building, technical assistance and strategic networking – sourcing know-how and resources to drive sustainable development. RCCs were established to spread the benefits of the Clean Development Mechanism (CDM), which spurs investment in sustainable development through a market-based mechanism by rewarding projects that reduce greenhouse gas emissions. Since the adoption of the Paris Agreement in December 2015, the RCCs have continued to support the CDM and have broadened their scope of work to work directly in the regions with the many international and regional development support organizations and development banks who are supporting activities related to the implementation of the Paris Agreement.
In collaboration with other division in the UNFCCC secretariat, host institutions and other partners, RCCs support specific activities related to CDM, climate action, climate finance (sustainable finance), facilitating NDC implementation, MRV hubs, Collaborative instruments, Green Investment Catalyst events and Climate weeks.
Role
In this context, through RCC Bangkok the Mitigation Division of UN Climate Change is seeking a consultant, who will provide necessary support to and outputs related to the workplan of the RCC Bangkok, which includes activities related to the implementation of the Paris Agreement, regional and national climate strategies and policies with a focus on communication and outreach of RCC Bangkok in the Asia and the Pacific region.
The expert will work under the direct supervision of the team lead, RCC Bangkok. The expert will be contracted by RCC Bangkok partner IGES and required to be located at the RCC Bangkok. Remote work is possible for the time when entering the Kingdom of Thailand is not possible due to COVID-19 measures.

Assessment criterion, based on desk-based assessment:
(1-5 points) University degree, ideally Master degree in environmental science or climate change, development finance, economics, international development, or other related disciplines
(1- 5 points) At least 3 years of working experience in implementing projects and networking in climate change, natural resource management or a related field;
(1-5 points) Experience in reading and writing technical documents and conducting independent climate policy analysis and research;
(1-5 points) Working knowledge of NDC, Transparency & MRV, climate finance, carbon market mechanisms or related areas in the field of climate changes is required;
(1-5 points) Experience in communication and outreach activities, such as good drafting and language skills, and experience in promotion of events and are required
(1-5 points) Proficiency in MS Office (Word, Excel, PowerPoint);
(1-5 points) Excellent command of English (writing, reading, and speaking).
