POSITION: Consultant to conduct A Study on Service Provision for LGBTQI Individuals in Shelters for Trafficking in Persons (TIP) in Thailand
DURATION: December 2020 - January 2021
BACKGROUND:
Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Winrock’s five-year Thailand Counter Trafficking-in-Persons Project, funded by the U.S. Agency for International Development (USAID Thailand CTIP) has goals to reduce trafficking in persons in Thailand and to better protect rights of trafficked persons. The “A Study on Service Provision for LGBTQI Individuals in Shelters for Trafficking in Persons (TIP) in Thailand” aims to provide evidence based for the Department of Anti-Trafficking in Persons of the Ministry of Social Development and Human Security (MSDHS) for developing procedures and measures to support improved services and care for LGBTQI people residing in TIP shelters in Thailand. The research aims to review various services and care provided to LGBTQI people residing in government- and non-government run shelters and identify needs and gaps that could be addressed for better improvement of services that better meet their needs.
OBJECTIVES:
The study aims to review a variety of care and services available for LGBTQI trafficking survivors as well as to assess needs and understand existing procedures of the government for management of this group of individuals in TIP shelter system in Thailand. The study will also identify gaps and understand how Thai government can better provide tailored services to these individuals that could better meet their specific needs. The scope of this study will include all model of services and care for TIP survivors provided by government- and non-government-run shelters throughout Thailand. It will also explore alternative models of care provided for LGBTQI survivors elsewhere that could be adapted to Thailand context. The findings of this study will be used to initiate discussion with relevant government agencies to build standard procedures for managing LGBTQI TIP survivors. It will also urge the government to address specific needs of and challenges faced by LGBTQI individuals while residing in TIP shelters; and to promote gender-inclusive measures that aim at eliminating discriminatory practices and violence based on gender identify and sexual orientation.
TASKS:
Develop a detailed research design and timeline outlining proposed methodology, research questions and final report structure, paying attention to the aspect of gender equity and social inclusion
Conduct desk research and interviews with key informants to assess needs and analyze the variety of services and care for LGBTQI TIP survivors residing in TIP shelters in Thailand
Review current international, regional and national norms and policies guiding LGBTQI survivors service provision and map good practices that are feasible for Thailand context and could be adapted and built into the standard operating procedures of TIP shelters in Thailand.
Provide conclusions and recommendations as to legal/policy/procedural and other changes for government to improve Thailand’s service provision and compliance with international standards and best practices.

QUALIFICATIONS:
The Researcher should meet the following minimum requirements:
Advanced degree or a combination of bachelor’s degree with work experience in social work, public policy, human rights, human trafficking, or other related fields
Knowledge or understanding of social, political and economic context governing anti-trafficking and migration issues in Thailand
Experience with NGO service provision and/or victim-centered advocacy to improve identification of and services for vulnerable individuals (e.g. victims of trafficking, gender-based violence, child protection, disability etc.)
Strong research and analytical skills with a proven ability to publish concise, focused and easily understood reports
Proven ability to work independently to produce high-quality deliverables under tight deadlines
Excellent interpersonal communication skills and able to demonstrate respect for people with diversity
Proficiency in written English.
