UK Prosperity Fund – Global Future Cities Programme

Position description: Gender and Social Inclusion (GESI) Advisor

The UK-funded Global Future Cities Programme aims to reduce poverty by promoting inclusive urban economic growth and increase global prosperity through targeted projects on transportation, urban planning and resilience. in Bangkok, the programme is implementing three projects on integrated data management, flood management, and transit-oriented development.

As a key member of the Bangkok-based team, the Gender and Social Inclusion (GESI) Advisor will support the Country Lead and Team Leader(s) in the successful delivery of the programme interventions/projects.

The below description provides an overview of the key tasks/responsibilities to be delivered by the GESI Advisor on this programme. The below description should not be regarded as exhaustive: the responsibilities may be reviewed and updated from time to time by the appointed person in collaboration with the country team and UK-based GESI team. It is encouraged that a review and adaptation of the below responsibilities is incorporated into any induction process for the appointed person to aid in understanding of their role.


 

GESI technical leadership

Leads the development, delivery and ongoing reviews of the GESI Impact Assessment and Action Plan for each country project intervention.

Undertakes social analyses for each project intervention, with a focus on structural, political, cultural and economic inequalities encountered by women, persons with disability and other socially excluded groups (priority groups to be defined at the country level).

Leads discussions on GESI-related project matters with country project teams, monitoring and evaluation specialists, donor representatives and any external project stakeholders where required (i.e. city officials, CSOs, NGOs, private sector organisations etc.).

GESI training, capacity building and awareness raising

Develops and delivers training and capacity building workshops for internal staff, external project partners and other stakeholders on GESI compliance, key GESI concepts, and mainstreaming GESI approaches into technical training, standards and guidelines.

Provides additional GESI technical support and mentorship as required to country project staff throughout the programme’s duration.

Participates in local, national and international forums to raise awareness of GESI project approaches and to share knowledge and learning on GESI when opportunities arise.

GESI and monitoring, reporting, evaluation and learning (MREL)

Supports the MREL team with the identification and development of GESI-sensitive indicators and metrics for country project log frames.

Contributes to the development or sharing of progress trackers and surveys to ensure GESI-sensitive indicators, metrics and other MREL aspects are considered.

Regularly monitors and reports on GESI components of project interventions throughout all stages of the project life cycle (inception, implementation and close-out), as part of monthly progress meetings and other project level reporting mechanisms.

Support to the UK GESI team

Ensures the project-level GESI approach is in alignment with UK FCDO GESI policy requirements.

Provides timely inputs into programme-level GESI reporting (i.e. GESI programme planning; GESI scorecard updates, monthly and quarterly programme GESI progress reporting).

Supports with the development of GESI project case studies, testimonials and lessons learned.


 

Key skills and qualifications:

  • Post-graduate degree in a relevant field; a relevant master’s degree a strong advantage.

  • A minimum of 5 years of relevant experience in gender and social inclusion related work, preferably supporting donor-funded development projects as a GESI specialist – experience working on FCDO (formerly UK DFID) programmes and asset.

  • Understanding of how to practically apply GESI concepts and participatory approaches to outreach, engagement, design and policy development activities targeting multiple project stakeholders.

  • Ability to translate planning documents and theories into clear practical activities, which project staff are briefed on to allow for planning and budgeting. 

  • Knowledge of the local operating environment and an established network of local community representatives, organisations and alliances targeting women, people with disabilities and other socially excluded groups for engagement.

  • Previous experience in communicating with public and private sector actors (both local and international) to promote GESI and ensure GESI is on the agenda.

  • Ability to confidently coach and upskill staff on GESI best practice.

  • Good IT skills and proficiency in MS Word, Excel and PowerPoint.

  • Fluency in Thai and advanced command of English, both written and spoken (minimum TOEIC score of 850 / IELTS 6.5)

  • Pro-active and able to work independently with limited supervision.
