RECOFTC is inviting candidates to apply for the position of National Program Officer, Study Tour and Blended Learning as part of the Program Coordination and Technical Services team. The successful applicant will be based in Bangkok, Thailand. The contract duration is for 24 months with a possibility of extension subject to funding availability and satisfactory performance. The position is for Thai nationals only.

 

Specific tasks and duties

The National Program Officer, Study Tour and Blended Learning will be a member of the Program Coordination and Technical Services (PCTS) Unit under the supervision of the Senior Program Officer for Training and Learning (T&L) and will work closely with relevant RECOFTC team members to support and assist the preparation, design and delivery of study tours and blended learning activities and programs, including online training.

The National Program Officer, Study Tour and Blended Learning will be mainly responsible for developing exciting, informative and inclusive study tour programs and blended learning experiences, which may include classroom training, online training and field visits. The officer will also be responsible for assisting T&L team members as needed to brainstorm, research, document, and quality check other T&L products and programs, including online training courses, study manuals, in-person seminars, and stories and communication products related to T&L. The National Program Officer, Study Tour and Blended Learning will be a cheerleader and champion for RECOFTC, the T&L team, and forest-dependent people throughout Thailand, so as to help strengthen and expand good forestry and forest tenure practices that will preserve the region’s precious forests and empower the people within them.

This position will travel throughout Thailand, pending travel restrictions, and will have the opportunity to interact closely with local communities, building trusting relationships with them that ultimately will serve to bring more awareness, financial support and technical support to local forest-dependent people. Ultimately, through the work of RECOFTC in general, and the T&L team in particular, we hopes to alleviate rural poverty, protect forests, develop sustainable communities, and adapt to climate change in Thailand, and throughout the Southeast Asia region. The National Program Officer, Study Tour and Blended Learning will be a key part of making that happen! 

The National Program Officer’s main duties will be:

Tour Program Development, Coordination and Delivery:

  • Work with senior program officers to assess the probability of success and then design study tour programs in response to the objectives and expectations of clients
  • Take the lead in coordinating, budgeting, contracting, and developing the agenda for study tours and blended learning programs based on clients specifications and RECOFTC procurement policy, in close coordination with a program administrative officer
  • Identify and coordinate with co-organizing partners, key informants, resource persons, communities, or service providers in the field to ensure high-quality delivery of tour programs
  • Ensure proper community engagement for study tour programs, adhering to  principles of ‘do no harm,’ social inclusion and fair benefit sharing with local communities 
  • Maintain contact details and community background information for all communities partners
  • Ensure that governments, non-governmental and civil society organizations and communities comply with program guidelines by way of prior coordination and formal acknowledgement
  • Support logistics and  financial transactions to communities and other service providers in close coordination with program administrative officers
  • Ensure all protocols comply with RECOFTC travel authorization, procurement, and transaction policy/procedures
  • Take the lead in translation for study tours and other training/learning events in Thailand, translating from Thai and English during discussions and presentations
  • Assist in the production of communication products for study tour marketing, and help disseminate stories from the field through photography, stories and testimonials

Blended learning activities and programs (including online training):

  • Support senior program officers to design, facilitate, and deliver face-to-face and online training and learning events associated with field and non-field components 
  • Undertake literature reviews, desk-based research and field data collection (when applicable) to be used for learning programs, learning products and training material development 
  • Maintain a T&L protocol database for knowledge management, and monitoring, evaluation and learning (MEL) purposes in coordination with senior program officers and the MEL officer 
  • Take initiative in communicating T&L activities in RECOFTC’s online channels and platforms through photography, capturing interviews and testimonials, and developing compelling stories for the RECOFTC website, social media, or external news outlets 
  • Support the marketing of the study tour program in coordination with RECOFTC’s Knowledge Management and Strategic Communication Unit.

Others

  • Perform any other tasks that may be assigned by the Senior Program Officer, Training and Learning Networks, and/or the Unit Director, Program Coordination and Technical Services

Qualifications and experience

The National Program Officer, Study Tour and Blended Learning must have the following qualifications and experience:

Essential

  • Bachelor’s degree in natural resources, forestry, conservation, ecology, education studies or a related field
  • 3 years of experience in multi-stakeholder processes, networking and learning activities and programs (ideally including online learning delivery or material development) 
  • Proven analytical skills and an innovative thinker who actively contributes to team development
  • Ability to multi-task and deliver outputs by deadlines 
  • Excellent oral and written communication skills in English and Thai
  • Willingness to travel when needed

Desirable

  • Previous work experience in international organizations in the Asia-Pacific region
  • Some work experience in project development and implementation under the topic of community forestry, landscape management, natural resources management or related
  • Ability to communicate in one or more languages of RECOFTC’s focal countries (China, Cambodia, Indonesia, Lao PDR, Thailand, Viet Nam and Myanmar) is an asset
  • Familiarity with principles of engagement, participation, social inclusion and gender equity
