I. BACKGROUND:

Winrock International (hereafter Winrock) is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Winrock’s five-year Thailand Counter Trafficking-in-Persons Project, funded by the U.S. Agency for International Development (USAID Thailand CTIP) has goals to reduce trafficking in persons in Thailand and to better protect rights of trafficked persons.

As a source, transit, and destination country, Thailand faces multiple manifestations of trafficking in persons (TIP), including forced labor. These are fueled by growth and demand for low-skilled labor in sectors such as agriculture and fishing, construction, and food processing. According to the 2016 US Department of State report on trafficking in persons (TIP report), Thailand has 3-4 million migrant workers, many of whom arrived undocumented from neighboring countries to find better paying jobs. More than 53% of unskilled migrant workers are youth. Large populations of ethnic minorities, highland persons, children from rural areas, stateless persons, and lesbian, gay, bisexual, transgender, queer and intersex (LGBTQI) individuals are also at increased risk for trafficking and exploitation due to difficulties they face resulting from discrimination. Forced labor is reported in many sectors, but the number of victims identified remains low because of inadequate screening, combined with hard-to-reach sectors where many migrants work and a lack of self-reporting. In addition, MDT and local government agencies continue to demonstrate lack of understanding of the differences between labor violation and labor trafficking, and there has been little attention given to the labor trafficking or forced labor.

One of the key challenges in combating TIP that USAID Thailand CTIP aims to address is a lack of self-identification of victims. There are several reasons that victims of trafficking in persons prefer not to identify themselves. As a result, they are losing an opportunity to receive protection and assistance and the perpetrators of crimes are not prosecuted. USAID Thailand CTIP successfully organized “Improving Self-Identification Process for Survivors of Trafficking in Persons: Challenges and Ways Forward” workshops in Chiang Rai, Surat Thani and Sa Kaeo in order to explore issues around victim identification including self-identification to understand the barriers and challenges of victim identification. The workshops have discovered key findings and recommendations have also been made to inform project of strategies. USAID Thailand CTIP plans to develop a final report combing key information from multiple reports of abovementioned workshops and share with relevant government agencies including the Division of Anti-trafficking in person (DATIP) under Ministry of Social Development and Human Security.

II. OBJECTIVES:

The purpose of the report is to inform relevant government agencies of key findings discovered and recommendations made by participants from abovementioned workshops including MDT, provincial government agencies and CSOs in order to improve the victim identification.

III. TASKS FOR A TECHNICAL CONSULTANT:

 The Technical Consultant is required to combine key information from reports of “Improving Self-Identification Process for Survivors of Trafficking in Persons: Challenges and Ways Forward” workshops conducted in Chiang Rai, Surat Thani and Sa Kaeo.

IV. QUALIFICATIONS:

The Technical Consultant should meet the following minimum requirements:

• Bachelor of Laws, Social Science or related field with at least 5 years work experience in trafficking in persons.
• Minimum 3 (three) years’ experience in research paper writing.
• Knowledge or understanding of social, political and economic context governing anti-trafficking and migration issues in Thailand;
• Proficiency in Thai, excellent command of English is an asset.

V. PAYMENT:

Payment will be made in full upon Winrock’s approval of the final report.
