 I. GENERAL INFORMATION

3. CLOSING DATE/TIME FOR RECEIPT OF OFFERS:  December 5, 2019/ 11:59PM Bangkok, Thailand local time

4. POSITION TITLE:  Budget Analyst

5. MARKET VALUE:  THB 713,648 – 1,248,882  per annum equivalent to FSN-9

In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value. 

6. PERIOD OF PERFORMANCE:  Five (5) years initial contract.The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

7. PLACE OF PERFORMANCE:  USAID/RDMA, Bangkok, Thailand 

8. SECURITY LEVEL REQUIRED:  The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office. 

9. STATEMENT OF DUTIES 

9.1.   General Statement of Purpose of the Contract 

The Budget Analyst (BA) position located in the Office of Financial Management (OFM), USAID/RDMA. The BA formulates, analyzes and advise on the Financial and Budgetary aspects of the Operating Expenses (OE) for USAID/RDMA/OFM and 6 client countries and non-presence programs in Burma, Timor-Leste, Asia Regional Training Center (ARTC), Thailand, Laos and China which currently together total an average operational yearly budget (OYB) of $16 million. The incumbent advises RDMA and its client missions on the implementation of the budgets. Additionally, s/he oversees and manages financial records related to United States Personal Service Contract (USPSC), Third-Country National Personal Service Contract (TCNPSC) and Program Administration Support Cost.

 9.2.   Statement of Duties to be Performed

A. Formulates, Analyzes and Reports on Operating Expense (OE): ( 55%)

  • Manages the OE funds under the supervision of the Deputy Chief Accountant and Deputy Controller, sits on the Executive Management meetings when deliberating on OE issues, and participates in drafting the defense and justification of OE levels to Washington D.C./Asia Bureau. S/he contributes to the establishment of the organization’s long term OE objectives. For example: identifying external factors that may impact on the organization’s OE levels, such as hiring, freezing or reducing staff; identifying and defining options; evaluating the options; performing risk assessments; and recommending strategies for implementation.
  • Analyzes and controls the OE budgetary functions and coordination of cost estimates with accounting operations, including assembly and evaluation of planned costs, and management of financial allocations during the period of OE budget execution; and assures that applicable OE limitations are adhered to.  S/he reviews the OE obligations to assure that there are sufficient funds available to cover anticipated payments and recommends de-obligation of excess funds.  
  • Prepares, presents and interprets the routine OE accounts and related reports, compares the actual performance with the budget and forecasts, and analyzes and interprets the variances. S/he also prepares non-routine OE reports which provide analysis and interpretation of financial and numerical data; evaluates alternative courses of action and makes specific recommendations; prepares briefing papers for the senior management; makes verbal presentation of reports using visual aids; and assists with the drafting of the Annual Report narratives for the OE Part.                                                           

 B. Budget exercises and other financial managements ( 45%)

  • Oversees and manages financial records for all fund sources related to USPSC, TCNPSC and Program Administration Support Cost.
  • Creates and reviews budget sheets, ensures appropriately application of funds (both OE and program funds) and accounting practices in procurement system (Global Acquisition and Assistance System - GLAAS).
  • Participates in the review of pipeline and ensures that accrual exercise and data call are properly and correctly incorporated and accounted for in the accounting system (Phoenix) and submitted to Washington D.C./Chief Financial Officer (CFO).
  • Prepares yearly travel plan and monitor actual expenditure against approved plan. Related reports are produced and distributed to a wide variety of clients on monthly, quarterly and annual basis.
  • Works as a member of RDMA teams; for example: training committee; Non-Expendable (NXP) and Expendable (EXP) procurement; or procedures, business process re-engineering or quality improvement; capital expenditure or any other non-routine activity (such as the NXP task force or an office move); internal or external assignments, interpretation or formulation of funding guidelines.                                         

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

9.3.   Supervisory Relationship

The incumbent reports directly to the Deputy Chief Accountant or his/her designee.

9.4.   Supervisory Controls

 The supervision of other USAID staff is not contemplated.

10. AREA OF CONSIDERATION:  This position is open to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor candidates for a Thai residency permit. 

11. PHYSICAL DEMANDS:  The work requested does not involve undue physical demands.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION 

  1. Education: Bachelor’s degree in Accounting, Finance, or Business Administration majoring in accounting, finance, or related field.
  1. Experience: A minimum of three years of progressively more responsible experience in professional accounting, financial management or auditing.

 IIIEVALUATION AND SELECTION FACTORS 

  1. Experience (35 points): Experience in professional accounting, financial management or auditing.
  2. Knowledge (30 points): Thorough knowledge and understanding of professional accounting principles, theories, and terminology as well as budgeting and reporting are required. Must be completely familiar with budgeting techniques.
  3. Skills and Abilities (35 points): 
  •  Ability to understand and create reports from accounting system using different reporting tools is required.
  • Must be able to formulate recommendations for maintaining the Mission’s financial management systems. 
  • Must have analytical and decision make ability to effectively carry out assigned duties.
  • Must be accurate and pay attention to detail to give precise direction and to compile and present detailed information and develop queries and specialized reports in a concise and professional manner.
  • Ability to communicate effectively with non-accounting personnel in explaining accounting requirements and potentials both orally and in writing is required. 
  • Must be able to work effectively as a team member in an established culturally diverse Mission Team environment.
  • Must be a motivated self-starter who can manage his/her own time while balancing multiple priorities to complete assignments in a timely manner.    
  • Ability to perform under pressure in a mature and responsible manner is required.
  • Must have innovation and creative thinking to apply in problem solving and recommend improvements.
  • Must have strong communication and interpersonal skills. Excellent written communication skills are required to draft and approve documentation.
  • Must possess advanced numerical skills and be proficient in word processing, spreadsheets, databases and office software such as Microsoft Word, Excel, PowerPoint, and Google applications.
  • Must be able to effectively learn and use Agency specific software related to work area.

Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.

SELECTION PROCESS:

To be considered for candidacy, applicants must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the applicant to provide all pertinent information.

Applications will be initially screened and scored for eligibility in accordance with the evaluation factors and points mentioned in Section III, item 1-3. Top-ranked candidates who meet the minimum qualification will be given a recruitment test. Applicants with passing marks from the recruitment test and with a valid TOEIC score mentioned in Section III, item 4 will be invited for an interview. Only shortlisted candidates for final interview will be notified of the selection result. The recruitment test and the interview will be structured around the evaluation factors mentioned above and will be conducted in USAID/RDMA Bangkok, Thailand. Reference checks will be conducted once the applicant pool is narrowed down to the top candidate(s). References may be obtained independently from other sources in addition to the ones provided by an applicant.
