With funding from the U.S. President’s Malaria Initiative (PMI), RTI International is implementing Inform Asia: USAID’s Health Research Program through September 2023. Inform Asia promotes the use of strategic information for decision-making, policy, and advocacy in Thailand and Lao People’s Democratic Republic (Lao PDR).
The specific objectives are to:
Inform Asia provides direct technical assistance to the national malaria programs of Thailand and Lao PDR to strengthen surveillance systems to capture essential datasets and promote the use of strategic information to accelerate malaria elimination. The team is based in Bangkok, Thailand.
Currently we are seeking an Operations Officer candidate for supporting in Inform Asia Project.
Job Summary:
The Operations Officer will provide overall coordination and administration support to ensure the smooth implementation of program activities in Thailand and Lao PDR. S/he will support project needs in Human Resources, Procurement, and Logistics in addition to managing appropriate financial systems and procedures (payroll, cash management, vendor payments, budgeting and other related expenditures). S/he is responsible for maintaining office supplies and will process general correspondence and perform other administrative duties as required.
Essential Duties:
Support all financial and administrative logistics related to the project, ensuring compliance with RTI and US Government (USG) financial and accounting policies and procedures;
Manage cash payments in the field, including preparing monthly advances and reporting against those expenditures, verifying support documentation;
Makes payments for provided services and goods, ensuring validity of all office expenses and availability of all necessary documents;
Oversee all financial and administrative logistics related to meetings and events, including arranging for meeting space, transport, meals, and per diem;
Organize procurement including acquiring quotations from suppliers, preparing bid comparison reports, making purchases;
Track expenses and other financial transactions, mainly involving expense entry, submission, and record keeping;
Perform the cash management functions required for maintaining RTI bank accounts;
Support human resources management, working in collaboration with RTI’s Asia Regional Office in Indonesia to ensure compliance with RTI and USG policies and procedures;
Prepare and submit government paperwork for income tax, social security tax, and withholding tax;
Provide administrative and translation support to the project team;
Maintain organized and well-stocked office;
Support culture of teamwork;
Perform other tasks as assigned by his/her supervisors.
Minimum Required Education & Experience
Master’s degree and 1 year of experience or Bachelor’s Degree and 3 years of experience or equivalent combination of education and experience

Ability to work on site in Bangkok 40 hours per week
Flexibility to work an irregular schedule occasionally, for important events or deadlines
Ability to travel within Thailand and Lao PDR occasionally
