Terms of Reference (TOR) for

Data Collection Team to Support Gender Integration in Migrants

Under the Program Title

Stop TB and AIDS through RTTR 2018-2020 (“STAR-2”)

1. PURPOSE

The purpose of this Terms of Reference (“ToR”) is to hire a data collection team (“Consultant”) including facilitator and note taker to conduct qualitative data collection on health and gender for the STAR-2 project to support improvement of HIV prevention and treatment interventions by ensuring gender responsiveness and actions against GBV for Key Populations (“KP”) including men who have sex with men (“MSM”), transgender people (“TG”) and male and female migrants (“MW”).

Raks Thai Foundation (“Raks Thai”) is responsible for the ToR under the Stop TB and AIDS through RTTR 2018-2020 (“STAR-2”), which is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (“The Global Fund”).

2. OBJECTIVES OF THE TOR

The objectives of this TOR are to:

1. Gain a deeper understanding on gender norms and attitudes – including surrounding GBV – that may prevent KPs from accessing HIV and TB related services by:
   1. Conducting qualitative data collection (focus-group discussion and/ or in-depth interview) with MW populations (multiple ethnic groups); and
   2. Provide key findings and gender analysis as a foundation for the development of gender strategy and adapted service packages;

3. EXPECTATIONS

The expectations of these ToR are:

1. Work collaboratively and productively with Raks Thai Foundation program staff and International Consultant to collect qualitative data according to a prescribed methodology and tools with MW populations (multiple language and ethnic groups)
2. Synthesize and analyze all collected data to inform a population specific gender analysis according to the prescribed needs of the International Consultant
3. Prepare a completed report based on field visits with MW populations, and present findings to Raks Thai Foundation program staff and the International Consultant.

4. SCOPE OF WORK

Data Collection and Gender Analysis

• Work with STAR-2 gender focal points at Raks Thai and International consultants on qualitative data collection, synthesis, and analysis process.
• Attend data collection methodology and tool training either via remote by International consultant or Raks Thai staff.
• Develop a work plan for collecting data according to the methodology prescribed by the International Consultant. The work plan includes ethical considerations, Thai version of interview questions and/or detailed focus group session plan (template will be provided) field work schedules and agreed deadlines for each task. The work plan has to be agreed by Raks Thai before conducting any field visits.
• Visit at least six STAR-2 implementing provinces that work with migrants from Myanmar (4 provinces) and migrants from Cambodia (2 provinces) populations to collect data by leading four focus group discussion (disaggregated by sex and occupation) and/or four interviews with service providers on gender issues and barriers relating to HIV and TB for each province. Sampling and criteria for selecting participants will be provided by Raks Thai and International consultant prior to field work.
• Transcribe all data and findings and write a field trip report for each implementing province. Field trip reports should include contextual narrative, interviews and/or focus group summary, reflection on field research (e.g. what went well, how to improve interview questions and tools)  and observation notes.
• Analyze findings by implementing provinces, sex, nationalities and occupations, and present all data, a report and findings to Raks Thai Foundation and the International Consultant.         The analysis report (covering each province and all consolidated data for all sites) includes context analysis, thematic analysis based on analytical framework provided by International Consultant and Raks Thai, cross-analysis of findings from all provinces, and should have an executive summary in both English and Thai.

Particular areas of interest to be covered in the gender analysis include:

• Specific gender vulnerabilities and GBV experiences of each KP.
• GBV and gender norms associated with HIV/TB transmission among each KP
• Attitudes of service providers (e.g. healthcare professionals, law enforcement and NGOs) which contribute to structural GBV and gender norms
• Gender based barriers to access STAR-2 services from the KPs and reference groups
• The ‘double-barrier’ faced by some beneficiaries who identify as more than one KP (e.g. Migrant and MSM) and the interaction between gender and culture.

This gender analysis will serve as a basis for re-design of the service package and a pilot initiative to bridge programmatic gaps and to improve gender sensitivity of the STAR-2 program

Raks Thai will be responsible for:

• Providing the Consultant with all necessary background documentation and a comprehensive methodology training;
• Providing data collector team with research questions, research design and analytical framework
• Organizing contracts and payment for Khmer, Mon and Burmese interpreters, based on recommendations from the Consultant and according to the requirements of the selected provinces;
• Organizing all logistics and coordinating participants for focus groups during the field visits

5. DURATION & DUTY STATION

Duration
The period expected for the planning, data collection, and data analysis and report is 36 working days (68 working days for 2 team members) between 1^st October 2019 to 22^nd November 2019.

All materials collected during the assignment should be submitted along with the final report.

6. DELIVERABLES

Deliverables expected for this TOR align with the scope of work, above, and detailed again below:

1. Attendance at data collection methodology and tool training in Bangkok
2. Data collection work plan in Thai (minimum 1,500 words)
3. Transcription of interviews and focus groups from each field trip in Thai
4. Report from each field trip in English (minimum 2,500 words)
5. Final analysis report in English (approximately 12,500-15,000 words)
6. Presentation of findings in English in Bangkok.

7. RIGHTS AND PROPERTIES

Raks Thai Foundation own the data, rights and property for all products under these Terms of Reference. Dissemination of products and services owned by Raks Thai Foundation are subjected to a written permission from an authorized person of Raks Thai Foundation. The sharing or distribution of products or any other contents or documents produced under these ToR without permission from Raks Thai is not allowed.

Raks Thai will not be responsible for any harms or claims, liabilities, suits, actions (including charges, disbursements and reasonable fees of counsel), proceedings, damages, expenses and obligations of any kind that be incurred by the Consultant or asserted against the Consultant, its officers and employees, by or on behalf of any person on account of, based or resulting from, arising out of (or which may be claimed to arise out of) the willful acts or omission of the Consultant and its agents, employees, research sites, assignees, transferees, delegates or successors, for which the Consultant retains responsibility.

8. QUALIFICATIONS AND REQUIRED DOCUMENTS

Technical requirement:

The data collection team (2 members) must have skills and abilities to demonstrate evidence of experience in:

Lead Data Collector (Facilitator)

• Advanced degree in gender studies, development studies, or public health;
• In-depth understanding of the concept of gender norms, agency, gender relations and structure
• At least 5 year-experience in qualitative research on health and gender related issues in Thailand (knowledge of GBV is desirable);
• Knowledge of ethical considerations for GBV research or research on marginalized groups;
• Experience working with migrant workers from Cambodia and/or Myanmar
• Advanced in both verbal and written in English and Thai language skills; Khmer, Burmese or Mon verbal skills desirable.
• Ability to write a research report in English and present findings in Thai and English to various stakeholders;
• Willingness to travel extensively during field visits;
• Ability to deliver on time and working under pressure

Data Collector (Note Taker)

• Advanced in both verbal and written in English and Thai language skills; Khmer, Burmese or Mon verbal skills desirable.
• Excellent note taking skills with attention to detail
• Willingness to travel extensively during field visits;
• Ability to deliver on time and work under pressure

Required documents:

• Proposal should include:

• Expression of interest detailing suitability and proven experience of qualitative data collection (focus-group discussion and in-depth interview) with key populations (migrant) of no more than 3-page maximum;
• Curriculum Vitae (CV) of team members;
• 2 references from former employers of the lead data collector;

• A writing sample of team members’ previous works and/or experience of no more than 5 pages related to health and gender
