The Center for People and Forests (RECOFTC) holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management whilst taking a landscape approach to natural resource management. The Center engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating - The Center delivers innovative solutions for people and forests.

 

To address the needs and challenges of the Asia‐Pacific region, The Center for People and Forest (RECOFTC) has developed an innovative new strategy (2018-2023) to help local people find solutions together with government, the private sector, development partners, local institutes, academia, media and others. Building on its previous strategic phases, the 2018–2023 Strategic Plan puts people at the center of change, by empowering communities, governments and the private sector with rights, opportunities for dialogue, networking, technical expertise, tools and knowledge. The Center’s results will help nearly 5 million people in and near forest landscapes live more equitably, with dignity and greater empowerment to protect themselves from the injustices of poverty and environmental degradation.

 

RECOFTC is currently seeking a qualified candidate to work as Communication and Knowledge Management Officer for Thailand Country Program (TCP). The successful applicant will be based in Bangkok in the Center’s regional office, with regular travel to Thailand Country Program’s field offices in northern and western Thailand. The contract duration is for 2 years with a possibility of extension depending on performance and availability of funding.

 

POSITION SUMMARY:

The Communication and Knowledge Management Officer will report directly to the Director, Thailand Country Program. S/he will closely collaborate with other Thailand Country Program staff, RECOFTC Knowledge Management and Strategic Communication Unit based in Bangkok, Thailand and also be accountable to other program staff, clients, partners, collaborators and donor agencies. S/he will play an important role in leading Thailand Country Program’s main function on strategic communication and fulfilling RECOFTC’s 2018-2023 strategic goal in Thailand as well as support communication and knowledge management of projects implemented by Thailand Country Program.

 

DUTIES AND RESPONSIBILITIES:

The Communications and Knowledge Management Officer will have the following responsibilities and duties:

 

Program Communication and Knowledge Management strategy and action plan development:

 

  • Develop TCP’s Communication and Knowledge Management Strategy and work plan according to the RECOFTC’s Strategic Plan 2018-2023 in close consultation with TCP’s partners;
  • Engage, coordinate and mobilize support from key partners and media to implement the TCP’s Communication and Knowledge Management Strategy;
  • Facilitate and ensure that the communication of projects under TCP are aligned with TCP’s Communication and Knowledge Management Strategy and work plan;
  • Support the implementation and monitoring of communications, media and outreach strategies to further enhance RECOFTC’s regional and national brand recognition and the dissemination of the RECOFTC’s key messages and lessons learned from Thailand;
  • Provide support on staff capacity development for delivering communication and knowledge management;
  • Monitor and assess progress and results of TCP’s Communication and Knowledge Management Strategy regularly with the team, including suggestions for improving the plan in accordance to the TCP review and planning meeting;
  • Coordinate and work with Knowledge Management and Strategic Communication Unit on RECOFTC’s overall communication strategy and work plan;
  • Ensure Social Inclusion and Gender Equity (SIGE) is integrated into RECOFTC and Thailand Country Program communications;

 

Communication and Knowledge Management delivery includes to:

  • Manage TCP website, social media, database portal and other communication channels to deliver communication strategy and work plan;
  • Provide guidance on and implement RECOFTC donors’ communication policy and adhere to their requirements, as well as, work with the relevant team members on the production of communication products and tools;
  • Set up a system and working guideline on knowledge management for TCP and implementing projects;
  • Establish and manage a system for communication products and photo archive of key TCP events and projects activities;
  • Work with the team and Knowledge Management and Strategic Communication Unit in writing /editing, documenting case studies, lessons learned, policy briefs and supervising the production of communication and public visibility materials and products;
  • Take the lead in organizing public action events and campaigns from planning to delivery including the evaluation of success;
  • Develop and maintain media relations and identify opportunity for media visibility and advocate TCP’s key messages;

 

Administration will include to:

  • Develop and maintain knowledge management system, and
  • Perform other tasks assigned by the Director, Thailand Country Program

 

QUALIFICATIONS AND EXPERIENCE

The Communications and Knowledge Management Officer will have the following minimum qualifications and experience:

 

Essential:

  • A Bachelor’s degree in development communication, mass media, journalism,  or related field, with minimum of seven years of relevant experience
  • Good knowledge in natural resources, environmental and/or social development issues
  • Excellent communication skills in both written and spoken forms in Thai and English
  • Fully conversant with use of new technology for communications, outreach and social media (for example Twitter, Facebook and YouTube) including the web and multimedia tools
  • Experience in developing and delivering communication strategy and campaign events
  • Understanding on setting up a knowledge management system
  • Proven record in producing communication products and professional writing and editing
  • Excellent interpersonal skills and ability to work as an active team member and with multiple stakeholders and strategic partners
  • Strong interest in using communication and knowledge management for making change and learning
  • Willingness to travel frequently
  • Thai nationality only

                       

Highly desirable:

  • National professional experience of working in communications and/or natural resource management with a non- profit agency
  • Showcase knowledge on Social Inclusion and Gender Equity (SIGE) and the importance of promoting SIGE in Community Forestry and forest landscape management
  • Photography, video and design/layout skills and experience
  • Good knowledge on website and online software and applications
  • Broad contacts with the media in Thailand

  • Interpersonal communication skills, individually and in‐groups, with an ability to work as an active member of teams. This implies creativity, flexibility and open‐mindedness
  • Possess leadership personality, and able to take on and solve problems quickly and efficiently
  • Initiative and ability to make informed independent judgments (which is not inconsistent with an overall team approach)
  • Have good understanding on and attitudes towards SIGE elements in the workplace and in performing tasks
  • Ability to work effectively in a multicultural work environment with colleagues of different nationalities and cultures
