SCI Thailand CO, in consultation with SCS, intends to conduct a closure learning assessment of EAPHP programme to identify the main issues that led to the closure of the programme. The assessment shall focus on identifying and assessing the main factors and reasons that led to project termination – what went wrong; when; where; and how? The purpose is to understand the main factors and to learn what could/should have been done differently – both from programme and operational levels. The assessment shall be carried out by an external consultant to ensure transparency of the process. The assessment results shall suggest the learnings for SCI Thailand CO and SC Sweden.

Project title: Ending All Physical and Humiliating Punishment (EAPHP) Regional programme


EAPHP Regional programme, managed by Save the Children International (SCI) Thailand Country Office, is funded by Swedish International Development Cooperation Agency (Sida) – CSO Appropriation Grant 2017 – 2021 through Save the Children Sweden (SCS).

The programme objective was to reduce the prevalence of Physical and Humiliating Punishment (PHP) of children in the targeted countries in Asia (Myanmar, The Philippines, Thailand and Viet Nam)[1] through CSO strengthening and advocacy work at national, regional and global levels. In addition to the regional component, the project had a national component relevant to Thailand.

The EAPHP regional programme is led by SCI Thailand CO, which took the responsibility as the regional coordinator for regional and global level CSO strengthening and advocacy work relevant to the four selected countries, in addition to implementing the national component through partnership agreements with three national CSO partners; namely ChildLine Thailand Foundation (CTF), Gabfai Community Theatre and The Life Skills Development Foundation (TLSDF). The national component was implemented in four provinces of Thailand: Chiang Mai, Lamphun, Mae Hong Son and Bangkok.

Since the beginning of the project implementation in 2017, the project had been facing major challenges on programmatic and operational aspects in both regional and national components. These affected the successful delivery of the originally intended objectives of the project to a great degree. Some of the challenges included lack of adequate understanding of the logic of intervention of the programme; weak CSO partners; lack of capacity and experience in regional and global advocacy work; lack of project coordination at critical moment of the programme launching; and lack of communication and leadership. This had a negative effect on quality and timely implementation of programme activities both at the national and regional levels. With the assistance from SC Sweden, the project team had been supporting work implementation of project partners. Continuous consultations and monitoring visits were conducted to support coordination of key activities. However, these measures were not able to adequately address the challenges and it was finally decided to close the project in December 2018 well ahead of its official end date of 2021.   

Scope of work

Running a project requires managing a lot of components together, including information, people, time as well as specific challenges and threats. This evaluation is intended to analyze the positive/negative; expected/unexpected; internal/external triggers and factors regarding the programme implementation, and the effect each key trigger/factor played on different aspects of the programme. This includes the difference regarding regional vs. national programme (in reference to key triggers/factors/actors). Other dimensions that need to be looked at are: strategy and priorities setting (regionally and/or nationally), governance model, coordination role, technical expertise, partnership principle, learning loops (type and timeline), communication (internal, external), etc. In reference with the CSO partners, the assessment will also look into what actions were carried out, whether anything was accomplished during the implemention period, what additional actions could have been taken, and what could be learnt thereof. This will thus look into the programmatic and operational aspects of the project at SCI in Thailand, partners and SCS levels, and draw concrete lessons learnt. The outcomes of the learning exercise will benefit the future project design, strategy and implementation. And, it may help to improve success rate of other projects.

The consultant will work closely with SCI Thailand CO’s Child Rights and Child Protection Thematic Coordinator and Program Development and Quality (PDQ) unit and SC Sweden Regional Child Protection Advisor for Asia on all objectives. The consultant will receive support from Programme Implementation (PI) and Program Development and Quality (PDQ) units as requested and/or appropriate.

The assessment should apply qualitative data collection method, which consult all relevant parties, including member of the project team, SMT, PDQ unit, relevant staff of CSO partners, SCS staff. The data collection method should include an anonymous survey to encourage respondents to confidently and openly give their opinions about the contributing factors and causes of failure

Objectives and Deliverables

The consultant will deliver on the following objectives:

  1. To identify and document what worked well and accomplished in collaboration with the three CSO partners under this project;
  2. To identify and document what did not work under this project, both from programmatic and operational perspectives, by identifying and analyzing the challenges and contributing factors (positive/negative; expected/unexpected; internal/external) at different levels [regional vs national; strategy and priority setting; governance model; coordination role; technical expertise; partnership principle; learning loops (type and timeline); communication (internal and external) etc.] that led to the closure of the project;
  3. To document concrete lessons learnt for future programming

-       Presentation on key findings

The consultant will report to Child Rights and Child Protection Thematic Coordinator, SCI Thailand CO with technical support from Program Development and Quality (PDQ) unit.

The consultant/s will be responsible for

  • Coordinating for interviewing with partners and relevant stakeholders
  • Developing the learning framework, processes, and tools
  • Gather and analyze data
  • Compiling and submitting the report including documentation of findings, learnings and recommendations for programmatic and management

Consultancy fee

The consultant(s) is asked to propose the budget. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the research, such as materials, travel, accommodation, translation and applicable taxes, should be included in the proposed budget.


The travel costs and accommodation during this consultancy period will be covered and arranged by the consultant.

Qualifications and degree of expertise:

  • At least 5 years of experience in organizational and project management working on the context of child’s rights and child protection in Thailand and ASEAN;
  • Excellent knowledge about NGOs and CSOs in Thailand  
  • Expertise in qualitative and quantitative research methods;
  • Strong analytical skills and ability to clearly document and present findings;
  • Ability and necessary skills to write high quality reports in Thai and English;
  • Strong and positive interpersonal skills;
  • Ability to work within strict deadlines.

- A draft summary proposal of the research scope, design, methods, and field implementation approach (maximum 5 pages)

- A detailed quote in THB. (including travel and other costs)

[1] Initially there were two other targeted countries, namely Bangladesh and Pakistan, which were removed after the first year of implementation (end of 2017) to simplify the programme implementation.
