TITLE: Child Protection Specialist
TEAM/PROGRAMME: Programme Development and Quality
LOCATION: Bangkok Office (with some travel)
CONTRACT LENGTH: 1 year contract with possibility of extension
ROLE PURPOSE:
The Child Protection Specialist is responsible for providing technical guidance, business development, and quality control for Save the Children Thailand’s Child Protection programme. This includes developing multi-year strategies and annual plans, designing projects, writing proposals, securing grants, building and maintaining strong external relations, and producing and utilising high-quality evidence and research for learning, advocacy and the continued development of the Child Protection portfolio.
The Child Protection Specialist is responsible for promoting programme quality and supporting implementation teams delivering projects covering protection system strengthening, government capacity building, anti-trafficking, alternative care, ending physical punishment, and child rights governance. She/he will ensure cross functionality and technical alignment across different projects, and that quality is of nationally/internationally accepted and recommended standards. The position is also responsible for supporting child safeguarding activities across all projects.

KEY AREAS OF ACCOUNTABILITY:
Strategic Programme Development
- Lead the design, development and quality assurance of the child protection programme, as well as research, networking and other initiatives required to achieve strategic objectives and outcomes.
- Serve as the thematic focal point for regular liaison and communication with Save the Children regional and global technical advisor staff.
- Provide and support external representation for all child protection projects.
- Actively coordinate and network with other organisations and donors to identify opportunities, partnerships and potential funding.
- In consultation with the operations team and external stakeholders, lead on the development of multi-year and annual strategic plans for child protection. Ensure that all projects are aligned with strategies and supporting relevant indicators.
Fundraising and Business Development
- Oversee fundraising to support implementation of the child protection projects. This includes funding for projects, research and advocacy to support policy change objectives.
- Design and develop high quality donor proposals in collaboration with project and support staff.
- Analyze donor priorities and positions on issues related to child protection and child rights governance.
- Develop and maintain contacts with current and potential donors, partners and key technical agencies, in coordination with project teams. Support donor meetings and visits.
- In collaboration with the PDQ Director and Save the Children global teams identify and cultivate funding opportunities.
- Build on technical knowledge, research and current/previous programming to lead development of child protection project proposals in coordination with other departments.
Policy Analysis, Policy Engagement and Advocacy
- Develop and guide Save the Children’s child protection and child rights advocacy in coordination with the Advocacy Coordinator and Project Team.
- Develop policy briefs and position papers related to child protection and child rights in Thailand. Support networking and articulating SC’s position, policy and strategy in national forums and meetings.
- Ensure that the voices of children guide advocacy and policy change objectives and related activities.
- Keep abreast of national and global debate in child protection and child rights topics and issues, analyse and share with staff and partners.
- Represent Save the Children in relevant working groups, task forces, seminars and related fora in the thematic area; and among donors, UN agencies, NGOs, and national and sub-national government counterparts.
Programme Quality and Effectiveness
- Ensure all projects, assessments, evaluations and research are technically managed to a high standard. Provide Project Coordinators with strategic guidance, technical oversight and support. Work closely with implementing teams to support projects throughout the project cycle.
- Provide input, training and oversight to ensure project staff understand and integrate cross-cutting issues (e.g., gender, child protection and safeguarding) and integration of these in projects.
- Conduct regular field visits to provide supportive supervision to all child protection projects.
- Review donor reports to ensure high quality.
- With the MEAL (monitoring, evaluation, accountability, and learning) team, support project monitoring, beneficiary accountability and evidence-based learning for programme development and advocacy. Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives.
- Work closely with Project Teams and MEAL team to develop key project documents, such as M&E Plan, Technical Support Plan, IEC and Training Materials, Quality Standards and partner capacity building plans.
- Guide and support the securing and delivery of external technical services, such as baseline assessments, evaluations, technical training. This includes developing Terms of Reference, supporting consultant management and ensure quality of services and deliverables in conjunction with project teams.
Emergency Response
- Be prepared to respond to needs in an emergency context in coordination with Regional Office staff.
- Understand and apply Save the Children’s humanitarian strategy, policy, procedures, and standards
- Lead in development of humanitarian strategies and proposals, and provide quality control and backstopping for humanitarian activities that fall under the Child Protection.

QUALIFICATIONS
- Degree (post-graduate preferred) in relevant field such as humanitarian response, disaster risk reduction, child safety, and/or international development.
- A minimum of 8 years’ experience in a development environment (4 years’ management level strongly preferred), including significant field experience with child protection projects in both emergency and development programs
EXPERIENCE AND SKILLS
Essential
- Experience providing technical guidance or support to child protection projects.
- Experience in designing and writing proposals for funding and in developing donor relationships.
- Proven representation, policy analysis, influencing and advocacy skills and experience.
- Strong analytical and writing skills with demonstrated ability to write briefing papers (ability to present complex information in a succinct and compelling manner) and targeted advocacy messages.
- Proven ability to work in a networked team, with good communication and interpersonal skills and an ability to motivate staff. Highly developed interpersonal and communication skills including influencing, negotiation and coaching. Ability to work well in an international environment with people from diverse backgrounds and cultures.
- Experience working with government partners, with partner agencies, including local partners, and in consortia.
- Strong results orientation, with the ability to challenge existing mindsets.
- Excellent spoken and written English.
- Good computer skills (particularly Excel, Word and database).
Desirable
- Proven ability to manage a complex and demanding workload.
- An understanding of child rights programming and commitment to Save the Children values.
