Background/IRC Summary

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Job Overview/Summary

The Sub-Grant Senior Officer is a member of the Sub-Grants Management Team in the Bangkok-based Programs Unit. With guidance from the global IRC Sub-Award Partnership Management System (SPMS), the Sub-Grant Senior Officer assists the Sub-Grant Coordinator to manage and coordinate with IRC Thailand sub-grantees, technical program staff, operations teams, and other members of the Programs Unit to ensure efficient and effective sub-grant management processes, compliant with IRC policies, standards and donor regulations. The Sub-Grant Senior Officer coordinates regularly with partners to support and monitor their operational management, and collaborates with IRC program staff in the field and in Bangkok to support and monitor partners’ program implementation and incorporation of IRC’s recommendations for improvement.

 

The primary goal of the Sub-Grants Management Team is to ensure that IRC Thailand maintains the capability to manage and monitor its sub-grant portfolio by strengthening internal capacities to assess, monitor and document sub-grantee performance in order to identify and – in collaboration with other suitable IRC staff – address any financial and programmatic weaknesses and/or internal control deficiencies in a timely manner.

 

Major Responsibilities

SUB-GRANT MANAGEMENT:

  • Assist Sub-Grant Coordinator to conduct Pre-Award Assessments of new sub-grantees and coordinate with the Programs Unit and Operations and field-based program teams to evaluate risks and recommend mitigation plans.
  • Participate in sub-award opening and closure meetings and coordinate with program teams, the Programs Unit and operations teams in compliance with the Sub-Award Partnerships Management System (SPMS).
  • Assist Sub-Grant Coordinator to conduct post-award monitoring and prepare compliance monitoring reports and recommendations in a timely manner.
  • Flag any partner compliance issues from Pre-Award and Post-Award monitoring with the Sub-Grant Coordinator and senior management team as quickly as possible to ensure timely mitigation.
  • Work with Sub-Grant Finance Officer to ensure the completeness and up to date Sub-Grant tracking sheet and documentation
  • Coordinate with program teams, operations teams and the Programs Unit to ensure the completeness and effective implementation of sub-grantees’ support plans.
  • Assist Sub Grant Coordinator to ensure effective implementation of IRC Sub-Award Partnership Management System (SPMS) in IRC Thailand Country Program.

 

OTHER:

  • Actively participate in, and contribute to, IRC Thailand program meetings and trainings as relevant.
  • Provide assistance with requests from IRC Headquarters as directed by the Sub-Grant Coordinator and/or senior management team.
  • Any other duties as assigned by the Sub-Grant Coordinator.

Internal: IRC Thailand finance staff, IRC Thailand program staff, IRC Thailand Programs Unit

External:  IRC sub-grantees, sub-grantees’ sub-contractors as applicable

 

Job Requirements

Education: Bachelor’s degree in Business Administration (preference: major in Finance/Accounting)

Work Experience: Minimum three years of work experience in grants management

Demonstrated Skills and Competencies:

  • Prior work experience in an NGO environment
  • Previous work experience in managing sub-grants
  • Good interpersonal and communication skills
  • Ability to prioritize tasks and work under pressure
  • Timely responsiveness to urgent requests
  • Willingness to travel nationally
  • Ability to work well in a cross-cultural setting
  • Strong time management skills

Language Skills:  Good command of written and spoken English. Burmese and/or Karen is a plus.

Certificates or Licenses: N/A

 

Working Environment:  The working condition is a standard office environment. Work requires extensive local travel, including weekend travel, and may require occasional evening work.
