Background/IRC Summary

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Job Overview/Summary

The Sub-Grant Finance Officer is a member of the Sub-Grants Management Team in the Bangkok-based Programs Unit. With guidance from the global IRC Sub-Award Partnership Management System (SPMS), the Sub-Grant Finance Officer assists the Sub-Grant Coordinator to review partner financial reports and documentation, compliant with IRC policies, standards and donor regulations, as well as provide recommendation to partner for improvement. The Sub-Grant Finance Officer will also provide administrative support to Sub Grants Management Team.

 

The primary goal of the Sub-Grants Management Team is to ensure that IRC Thailand maintains the capability to manage and monitor its sub-grant portfolio by strengthening internal capacities to assess, monitor and document sub-grantee performance in order to identify and – in collaboration with other suitable IRC staff – address any financial and programmatic weaknesses and/or internal control deficiencies in a timely manner.

 

 Major Responsibilities

FINANCIAL MANAGEMENT:

  • Conduct thorough reviews and ensure timely and accurate submission of all partner financial reports and reconciliations in accordance with sub-grant agreements. Financial reports should be reviewed in conjunction with programmatic reports, and signed off by the senior management team to ensure consistency in programmatic objectives and financial spending.
  • Liaise with partner organizations to ensure completeness, correctness and accuracy of financial reports.
  • Flag any partner compliance issues, major budget fluctuations, significant overspending or underspending with the Sub-Grant Coordinator and senior management team as quickly as possible to ensure timely mitigation.
  • Prepare and update sub award financial report tracking sheet.
  • Prepare internal reports for the IRC Thailand Finance Team.
  • Liaise with the IRC Financial Team in regards to any sub-grant reconciliation or payment request as necessary.

 

ADMINISTRATIVE & PROGRAM SUPPORT:

  • Maintain all Sub-Grant electronic and paper  files, reports, and documents and ensure that files up to date
  • Prepare and update Sub-Grant tracking sheet to ensure all relevant documents and reports are completely on file and up to date
  • Any other duties as assigned by the Sub-Grant Compliance Coordinator.

Internal: IRC Thailand finance staff, IRC Thailand program staff, IRC Thailand Programs Unit

External:  IRC sub-grantees, sub-grantees’ sub-contractors as applicable

 

Job Requirements

Education: Bachelor’s degree in Business Administration (preference: major in Finance/Accounting)

Work Experience: Minimum one year of work experience in finance and/or accounting

Demonstrated Skills and Competencies:

  • Prior work experience in an NGO environment
  • Good interpersonal and communication skills
  • Ability to prioritize tasks and work under pressure
  • Timely responsiveness to urgent requests
  • Willingness to travel nationally occasionally
  • Ability to work well in a cross-cultural setting
  • Computer literate with strong skills in Excel and accounting software

Language Skills:  Good command of written and spoken English. Burmese or Karen is a plus.

Certificates or Licenses: N/A

 

Working Environment:  The working condition is a standard office environment and may require occasionally local travel.
