Extend dead line-Consultant for Baseline Study of the Effective Participation of Thai CSOs in Governance of Fisheries and Marine Resources in Thailand Project (Sustainable Fisheries Project)

Oxfam in Thailand and Thai Sea Watch Association are partnering to implement the EU-funded project, Increasing Capacities and Spaces for Thai CSOs Effective Participation in Governance and Management of Fisheries and Marine Resources in Thailand, that has started from January 2018 to December 2021 (4 years).   The project aims to contribute to the transformation of Thailand’s fishery sector towards more socially responsible and environmentally sustainable by reclaiming the public policy spaces and enabling effective contribution and participation of Thai CSOs and communities in the governance and management of fisheries and marine resource sin Thailand.


The purpose of the consultancy is to generate comprehensive baseline information and to set the benchmarks for implementation and impact assessment.  It is expected that the qualitative and quantitative information will support project planning and support implementation team to better understand and ensure the progress and quality impact of the project interventions; inform different actions of the project; and be used as evidence to influence government institutions.  It will provide a baseline to measure the project results, impact and long lasting change in the lives of the beneficiaries at the end of the project.




  • Relevant university degree (postgraduate degree preferred).
  • Knowledge and experience of the project context (sustainable fisheries, CSOs empowerment, public and private policy and practices, gender lens).
  • Experience in baseline and evaluation studies and relevant research.
  • Mother-tongue fluency in Thai
  • Excellent English writing.
  • Have enough qualified human resources, i.e. research associates, data processors, etc. and other necessary logistics i.e. office space, accounts and administrative assistance and stationeries (if required) to do the assignment;
  • Strong analytical ability, excellent writing, documentation and communication skills.


The individual/organization must submit the following documents along with Technical & Financial Proposal (including VAT and TAX):

  • CV of the Lead Consultant’s (who will lead the assignment) Maximum 2 page highlighting related assignment completed with client name, contract person and contact details, role in the completed assignment
  • Other Team members (who will be involved in the assignment) one paragraph short CV highlighting related assignment completed and role
  • Technical Proposal (maximum five pages) according to the TOR, task to be accomplished as well as draft baseline framework and plan
  • Financial Proposal: should provide cost estimates for services rendered including daily consultancy fees; accommodation; transport cost, stationeries and supplies; costs related to persons that will take part during baseline process, etc. The Consultant should also use his/her own computer.


The Baseline Committee will evaluate both the technical and financial proposal of the consultants/ firms based on set out evaluation criteria as follows. A cumulative weighted-scoring method will be applied to evaluate the proposal. The award of the contract will be made to the consultant/ consulting firm whose offer has been evaluated and determined as responsive/ compliant/ acceptable with reference to this TOR.
