OPERATIONS MANAGER

 

Background

 

Established in 2011 with the support of the U.S. Agency for International Development (USAID), the Southeast Asia One Health University Network (SEAOHUN) is a consortium of 10 founding universities and 14 faculties in Indonesia, Malaysia, Thailand, and Vietnam that are collaborating to build One Health capacity and academic partnerships with government, national, and regional stakeholders in the Southeast Asia region. SEAOHUN collaborates with each country network to enhance capacity of the current and future workforce in using One Health approaches to prevent, detect and respond to zoonotic and emerging infectious disease threats. In 2013, the SEAOHUN agreed to establish a foundation to support and assure the long term sustainability of the Network and its secretariat office is located at Faculty of Veterinary Medicine, Chiang Mai University, Thailand.

 

A core function of SEAOHUN Foundation is to promote and facilitate collaborative activities and projects among network members, with an emphasis on trans-disciplinary and trans-boundary partnerships. Programming includes but is not limited to support for student and staff exchanges, curriculum development, strengthening and developing teaching methodologies, and support for research capacity building and innovative projects that provide an evidence-base for One Health advocacy with governments and other collaborating partner agencies.

 

Duties and Responsibilities

 

Under the overall supervision of the Executive Director of SEAOHUN, the Operations Manager will manage a grants portfolio and oversee SEAOHUN operations. S/he ensures compliance with SEAOHUN procedures, grant agreement requirements, USAID regulations, and the other donors’ regulations. S/he will undertake the following tasks:

 

  • Provide grant management leadership and maintain strong communications among all stakeholders for entire grant award process.
  • Ensure proper negotiation of the terms and conditions for grants and prepares grant agreements.
  • Review grant budget estimates and reimbursement requests for appropriateness, and ensure that grantees are in compliance with established administrative and financial policies, procedures, and sound business practices.
  • Establish financial controls and systems for new grants including a grants database, financial monitoring, and report tracking.
  • Ensure efficient finance and accounting systems are in consistent with SEAOHUN and donors’ policies and procedures.
  • Monitor overall office financial, review the monthly expense reports before submission to the OHW or relevant parties, and coordinate with the program team to prepare advance requests if needed.
  • Oversee all accounting procedures and ensure that they are in compliance with Thai law and donors’ regulations.
  • Oversee registration of all employees with appropriate government agencies and ensure that proper income taxes and social charges are withheld.
  • Verify financial transactions prepared by Finance Officer and ensure a correct account code for each transaction.
  • Act as human resources focal person overseeing a recruitment of staff and providing an orientation to new employees.
  • Ensure that SEAOHUN operations policies and procedures are up-to-date and followed by all employees.
  • Ensure compliance for the issuance of consulting service agreements, work orders, and purchase orders.
  • Oversee the maintenance and procurement of all equipment, office furniture and office supplies, and ensure that inventory is up-to-date.
  • Assist the Executive Director and act as primary contact for overseeing SEAOHUN Foundation’s registration and legal status with Thai government authorities.
  • Perform other tasks as assigned and needed for project success.

 

Qualifications and requirements

 

  • Master’s degree from a recognized college or university with a major study in business administration, management, finance, or related field. One of the degrees related to finance is required.
  • At least seven years’ progressive work experience in program planning and evaluation, business management, grant management, or related management experience with two years in supervisory positions.
  • Experience with financial management including developing and monitoring budgets and financial reporting is required.
  • Experience working with government agencies, intergovernmental agencies, academic universities, or NGOs is required.
  • Experience working with USAID granting requirements and rules and regulations is strongly preferred.
  • Excellent project management skills with demonstrated experience in managing administrative projects with excellent organizational skills and attention to detail.
  • Proven ability to concurrently handle and prioritize multiple tasks for multiple projects.
  • Proven communication skills, both in written and orally. This includes networking, negotiation, and diplomatic skills.
  • Self-starting, ability to take initiatives and work with minimal supervision are required.
  • Ability to work both independently and in a team in a multicultural environment is necessary. Experience working in Southeast Asian countries is preferred.
  • Skills in Microsoft Office/Google and email applications and internet navigation are required.
  • Skill in QuickBooks is an asset.
  • Fluency in Thai and English is required.
