Title: Shelter Management Consultant

Report to: Protection Coordinator   

Location: Mae Sot

Duration of work: February - 31 May 2018

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: The IRC’s Protection program in Thailand works to integrate international humanitarian protection principles and gender equality into all facets of program implementation, while promoting increased access to justice and legal services for conflict-affected individuals and communities. The program seeks to protect and promote the rights of displaced persons in refugee camps, migrant communities and urban areas in Thailand, as well as in southeast Myanmar. The program ensures that people are safe in their homes and communities; that they receive appropriate support after experiencing harm, and aims to enable displaced people to exercise free and informed decisions on where to live.

 

To support local partners to integrate international principles of protection and gender equality into their programs in order to promote ethnic neutrality and non-discrimination when providing assistance to displaced people, the IRC protection team implements joint activities with the Tak Department of Social Development and Human Security (SDHS) to improve the standard of care for shelters for children and women along the Thai-Myanmar border by working closely with three pilot shelters to provide mentoring support and improving the efficiency of shelter management. The result of this mentoring support will provide the lessons learn on shelter management and inform policy recommendations to SDHS and the Department of Youth and Children.

 

RESPONSIBILITIES:

  1. Work closely with the IRC and Tak SDHS to support three selected shelters in implementing the activities according to Shelter Development Action Plan agreed by the IRC and Tak SDHS.
  2. Serve as the focal point between the IRC and Tak SDHS and report on the progress of this project and any issues that may impact implementation of the activities.
  3. Provide technical support and mentoring to the three pilot shelters according to the agreed shelter development plan which includs; conducting in house training for staff, providing guidance to shelters staff on case conference and developing tools for each shelter.
  4.  Provide monthly report on the shelter development plan progress and individual care plan of the children, including detailed activity identifying needs of the children

 Deliverables:

  • Activity progress report to be submitted on a monthly basis
  • Individual care plan report to be submitted on a monthly basis
  • Project report to be submitted at the end of the activities

 

                 

Terms of Payment:   

  • Payment will be made by cash/bank transferred to the consultant within seven (7) days after submission of the monthly activity report and the monthly individual care plan report and approved by the Protection Coordinator.   

JOB REQUIREMENTS:

Education:

  • APost-graduate degree in social work, social sciences, or a related field (a social work license is preferred)

Work Experience:

  • At least three years of experiences working in development and child/women protection program, gender-based violence, protection, human rights
  • At least one year of experience working on case management or psychosocial support on child abuse cases or gender based violence cases
  •  

Demonstrated skills: 

  • Ability to meet deadlines and work under pressure
  • Demonstrated ability to foster strong collaborative partner relationships - based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion and transparency
  • Excellent interpersonal and communication skills, both oral and written
  • Good knowledge of displaced people along Thai-Myanmar border
  • Able to travel regularly along the Thailand-Myanmar border
  • Demonstrating awareness of child protection, gender equality and safeguarding concerns

 

Languages and computer skills:

  • Fluency in spoken and written Thai and working knowledge of English
  • Good computer skills and Competent in Windows, MS office programs
