Duration of Assignment: Until 31 December 2017 with a possibility of extension depending on funding and program needs

Background/IRC Summary: 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

IRC provides primary health care and environmental health services in several refugee camps in Thailand. IRC provides preventive and curative health care services in the camps, including primary health care, reproductive health, neonatal care and health education. Clinical services include out-patient department (OPD) and in-patient department (IPD) care; laboratories supporting IPD/OPD and reproductive health clinics; pharmacy services for essential drugs; community health education, and mental health care. Environmental health services aim to create a healthy living environment for refugees living in the camps through the provision of quality water and sanitation facilities, leading efforts to improve access to chlorinated water, sanitation, and hygiene in the camps.

Under the direct supervision of the Health Coordinator, the Program Assistant will responsible for the provision of efficient, high quality program support to the Health Program and staff but in Um Phang district, Tak Province where this position is based. Provides administrative support to the health team to ensure all programs are able to implement program activities.

Major Responsibilities:

  • Assist Health staff in HR, finance and logistics as a main focal point with operations team
  • Update health staff list/Organization Chart for Health Coordinator to review on a monthly basis both IRC and CBAs staffs.
  • Prepare all schedules for Health staff and visitors’ movements, facilitating and coordinating all travel requests, and assisting management team with travel and other arrangements
  • Ensure that information board and all Health staff are updated on a regular basis
  • Work closely with Health Program Support Officer on weekly and monthly report such as HIS, medical supply and equipment request.
  • Liaise with Operation teams where necessary
  • Ensure all office equipment and fixtures are in good working condition at all times in Health Office
  • Initiate process for all Health procurements, following IRC procurement policies and work with Operations staff in Mae Sot and BKK to ensure all Health’s procurements meet the requirements
  • Ensure that essential office and computer supply orders are submitted to Logistics on a monthly basis for Health Offices in Um Phang
  • Provide timely updated schedules to the lead driver to ensure that health’s transportation needs are met for Um Phang IRC staff daily schedules and referral schedules.
  • Provide MST Logistics timely updates on location and condition of all health assets and report any damaged health assets to the logistics team
  • Take cash advances and clear on a weekly basis
  • Check health staff per diem reimbursements and process with Mae Sot finance team
  • Collect and review all health staff monthly Timesheets and check for correction of grant allocations, signatures etc and submit to HR/Administration in Mae Sot at the beginning of each month
  • Submit all completed and signed Leave Requests to the HR/Administration in Mae Sot on a daily basis
  • Assist Health staff with the preparation of all documentation necessary for Visa and Work Permit renewals and ensure timely submission to HR/Administration in Mae Sot
  • Assist health staff with the preparation of all documentation necessary for camp passes and ensure timely submission and coordination with the HR/Administration
  • Provide health administrative and clerical support for facilitation of health workshops, meetings, and conferences, including distributing schedules and notices, identifying and preparation of venues, arranging supplies, equipment , preparing materials, etc
  • To prepare general administration for the health team meeting
  • Perform other duties as requested by the Health Program Support Officer and Health Coordinator

Job Requirements:

Education and experiences

  • High school with more than 2 years’ experiences in administration or operational support
  • Bachelor degree in Management, Finance or public health with minimum 1 years of experience in a NGO environment or health services,

Demonstrated Skills and Competencies:

  • Demonstrated experience in a similar Operations role
  • Quick response time to program needs
  • Computer literate with strong word processing skills
  • Strong skills in time management
  • Strong skills in task prioritization
  • Good interpersonal and communication skills

        Language Skills:  - Good command of written and spoken Thai and English required.

                                    - Knowledge of Karen or Burmese is desirable.

Working Environment:  The position will be based in the IRC office in Um Phang District, Tak.
