Background

Gender Transformative and Responsible Agribusiness Investments in South East Asia (GRAISEA) programme is a regional programme that intends to achieve improved livelihoods for women and men small-scale producers in the Southeast Asia region through more responsible and inclusive value chains and private sector investments and where women demonstrate economic leadership.  It is funded by the Swedish International Development Agency.  The programme works in ASEAN and its member countries: specifically Thailand, Philippines, Indonesia, Cambodia, Vietnam and Myanmar. Implementation responsibility for GRAISEA lies with a Programme Management Unit. Regional Donor Contract Management Officer will support GRAISEA Programme Management Unit and other related programme staff in practising an effective system in Programme Financial Management and Control including partner Financial Control and Management, and managing/controlling financial risks and in making decisions.

Key Responsibilities

• Flow of donor contract management information between programme managers in Oxfam office and programme partners and counterpart organisations.
• Assist programme manager to prepare annual budget/proposals and any other ad hoc reports as required i.e. budget revision.
• Manage donor funded projects in terms of reporting, financial guideline and requirement, and create a standard programme budget template and financial reporting template.
• Assist programme manager in preparing inter-affiliate agreement, letter of agreement with partners including contract amendment
• Check grant payment requests by programme staff and coordinate payment by the Oxfam in Thailand Team, respecting the agreed procedures and Oxfam or donor requirements.
  

What we’re looking for

You will have University degree in Finance, Accountancy or any related field with at least three years of work experience, preferably with an NGO. You will have ability to influence and network with others to adopt new practices or change existing ones, good communication skill, as well as good command of computer software packages. Ability to develop and implement solutions to financial problems and a commitment to the aims of Oxfam, equal opportunities and gender equity are also essential.
