Background
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Since 1984, refugees have been fleeing from Myanmar into Thailand, seeking asylum from political unrest in the country. As of March 2013, there are 135,100 refugees (67,479 females and 67,621 males) residing in nine camps along Thailand-Myanmar border. A number of state and non-state actors, including governmental agencies, intergovernmental organisations (IGOs) and international non-governmental organisations (INGOs) have provided humanitarian aid to the displaced people ever since.
Project goal: Through the Australian’s financial support, the IRC Thailand works to maintain and improve the health and mental health status of refugees in three camps on the Thailand-Myanmar border through established health and psychosocial services administered by health professionals
Project objectives:
The IRC Thailand is seeking the recruitment of an external consultant to conduct a final programmatic evaluation in order to achieve the following objectives:
The external evaluator will be responsible for assessing health, psychosocial and mental health programs as well as WASH services that were implemented in the target refugee camps along Thailand-Myanmar during the period of 11 November 2013 to 30 Jun 2016. The geographic coverage includes the three target refugee camps; Ban Mai Nai Soi (Site 1) and Ban Mae Surin (Site 2), Mae Hong Son and Tham Hin, Ratchaburi.
Evaluator’s Qualifications:

The evaluation will use qualitative method, including semi-structured interviews with beneficiaries, camp based assistants, stakeholders, IRC’s field staffs and project management team. In addition, the evaluator should conduct a secondary data analysis of already collected Health Information System (HIS) data and other relevant quantitative data collected prior to the project implementation period, in order to evaluate the project impact over years. The following methods and survey respondents are recommended in this term of reference. However, in-depth planning for the evaluation process such as target camps, questionnaire, selection of participants and interview schedule may be changed and determined after the discussions with the selected evaluation consultant:
Key Deliverables and Timeframe
The selected evaluation consultant concurs to work under a short-term contract, starting from late March until July 2017 - in total of 30 working days - that includes the preparation for data collection, field visits to the refugee camps, and the report composition. The evaluation consultant will need to complete a final evaluation report and submit to IRC on July 7th, 2017 for initial review. The reporting format and structures will be discussed and agreed between the consultant and IRC Thailand.
The allocated budget will cover consultancy fees, travel per diem, domestic economy air tickets, materials and supplies during the course of project design, data collection and data analyses, as well as report writing. The boarding pass and original receipts must be retained for internal audits.
Terms of Payment
The IRC Thailand will transfer the consultant’s honorarium in two instalments to his/her local Thai bank account. Once an official contract is issued, the evaluation consultant will receive 50% of the total entitlement award while the remaining 50% will be transferred upon the receipt of approved final evaluation report.
