POSITION DESCRIPTION
Finance Manager
Position Objective
To manage all financial aspects of the Sustainable HIV Financing in Transition (SHIFT) program and ensure compliance with donor financial management and reporting requirements.
Location and Reporting Structure
This position is based in Bangkok, Thailand. It reports directly to the Manager, International Programs, in Bangkok. The Finance Officer reports directly to this position. This position manages external contractors from time to time.
Organisational Context
In Australia, AFAO leads the national effort to end HIV on behalf of its member organisations who represent the diverse communities most affected by HIV. AFAO’s members are AIDS Councils in each State and Territory, and organizations of key affected populations. Internationally, AFAO contributes to the development of effective HIV policy and programs in Asia and the Pacific, fosters the development of regional and country-level community responses to HIV, and represents Australia’s community response to HIV in global forums.
The Sustainable HIV Financing in Transition (SHIFT) program operates in four transition countries in Asia (Indonesia, Malaysia, the Philippines and Thailand). The program is funded by a Gobal Fund grant for 2017 and 2018. AFAO is the Principal Recipient and works with two regional Sub-Recipients (APCASO and APCOM) and country Sub-Recipients in each of the four program countries. SHIFT’s aim is to ensure countries have sustainable, cost effective and strategically allocated funding for their HIV responses covering key populations and civil society.
Principal Duties of the Finance Manager
- Lead on all aspects of financial management for the SHIFT regional program.
- Maintain robust systems for financial oversight, management, record keeping and documentation and reporting.
- Liaise with Manager, Business Operations in AFAO’s Sydney office to ensure that all activities are conducted in accordance with AFAO’s corporate policies and procedures.
- Manage the day to day work and activities of the Finance Officer.
- Oversee financial budget planning for SHIFT program Sub-Recipients.
- Monitor financial expenditure against budget within the SHIFT program.
- Review and provide feedback on SHIFT program Sub-Recipient financial reports.
- Coordinate and consolidate Sub-Recipient reports and overall reporting to the Global Fund on a timely basis and according to Global Fund reporting requirements.
- Ensure the compliance of SHIFT program Sub-Recipients with Global Fund financial requirements.
- Provide capacity building and training on financial management and compliance with Global Fund reporting and financial management requirements.
- Liaise with SHIFT program auditors and Local Fund Agent and coordinate annual audit activities.
- Ensure audits are conducted appropriately by SHIFT program Sub-Recipients on an annual basis.
- Liaise with consultants to provide systems development support for AFAO and Sub-Recipients as appropriate.
- Prepare reports, analysis, briefing and discussion papers and short communications for AFAO’s Board on issues and research findings.
- Perform other appropriate duties and responsibilities as assigned by the Manager, International Programs.
Performance Review
The Finance Manager will participate in an annual work planning and performance appraisal process for this role with the International Program Manager. Key Performance Indicators for the role will include:
- Ensuring robust systems for the financial management of the SHIFT program.
- Provision of monitoring and support to financial activities of SHIFT Sub-Recipients.
- Ensuring timely and robust financial reporting to the Global Fund.
- Completion of duties in an efficient and effective manner.
- Important deadlines are met.
Skills and Experience
- Qualifications in accounting and at least five years’ experience in the management of financial and budgeting processes within a non-government organisation or business setting.
- Familiarity with Global Fund financial requirements and financial reporting processes.
- Experience in management of Global Fund programs at regional or national level.
- Experience in the maintenance of financial recording, reporting and budget management.
- Experience in the provision of financial capacity building and monitoring to sub-grantees.
- Demonstrated experience working with accounting software and Microsoft Office.
- Strong management capability, encompassing planning and people management skills.
- Excellent organisational and time management skills, including the capacity to manage concurrent priorities and meet deadlines.
- Strong written and verbal communication skills.
The position is offered until 31 December 2018, with opportunity for extension subject to funding.
