CBM is an international Christian development organisation, committed to improving the quality of life of persons with disabilities in the poorest countries of the world having the Asia Central Region (ASC) based in Bangkok, Thailand.

Programme Officer
Location: CBM Asia Central Regional Office
37 Inthamara Soi 7, Sutthisan Road, Bangkok
Report to: Programme Manager

OBJECTIVE:
To contribute to the implementation of CBM’s strategy through performing daily management and development of current partnerships, projects and contracts, providing input and recommendations on activities when necessary, in compliance with the CBM standard working procedures.
KEY SELECTION CRITERIA:
Education, Knowledge & Professional Experience
- University degree in social sciences, international development or related field
- Minimum 3-years experience in development and programme management
- Experienced in monitoring and evaluation
- Sound financial and administrative management skills in the non-governmental organisation (NGO) context
- Various Government/funders/donors knowledge and/or experience
- Social inclusion project management experience or knowledge
- Knowledge of Disability Inclusion Development
Languages
- English (professional proficiency)
- Thai/English (professional proficiency)
Responsibilities
Project Management
- Develop plan, support and implement projects under his/her care including monitoring and evaluation of partners and projects in consultation with Programme Manager and/or advisors.
- Screen and evaluate new project proposals based on Regional Strategy and Country Strategy and submit the potential ones to Programme Manager for his/her consideration.
- Evaluate on the statistics data, bi-annual reports and annual reports and submit any clarification requests to projects.
- Conduct project visits/evaluation and develop Term of References.
- Alert Programme Manager of potential problems or development opportunities with a (group of) partner(s).
- Ensure projects comply with CBM regulations and guidelines for budget applications, fund allocations, submission of reports/information in a timely manner.
Capacity Development
- Support partnership assessment and capacity needs assessment of partners.
- Participate in the planning, preparation and organisation of capacity development related activities in consultation with Programme Manager
- Monitor and report the development progress to Programme Manager
Advocacy and Alliances
- Share good practices of inclusive development including lesson learns for collection of good practices.
- Communicate real life stories, important events and news with photographs to RO team in compliance with CBM communication guideline.
- Represent CBM at project-related conference, workshops and seminars and actively maintain a relevant network in or related to the assigned country.
- Liaise with CBM International Office, Member Associations, partners, projects, advisors, CBM team member and other organisations including DPOs as appropriate.
