Location: Mae Hong Son, Thailand

Duration of Assignment:  31 December 2017 with possibility of extension depending on funding and program needs

Background/IRC Summary:  

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

The Senior Community Health Officer is required to oversee the all aspects of community health activities in camps through promotion, prevention, and education campaigns. This involves community mobilization in recognizing and addressing health issues, prevention of communicable diseases and early detection of medical problems and timely referral to health facilities in camps. He/she provides technical support for the community health teams in site 1 and site 2 through training of community health topics, developing work plan, monitoring of community health activities, organizing awareness raising campaigns, and communicable diseases outbreak prevention and response activities, hygiene promotion, promotion of healthy behavior, and public health awareness activities from other sectors.  

Major Responsibilities:

  • Develop the detailed work plan and budget of community health team with Karenni Health Department (KnHD), and supervise the implementation of community health activities: health education, training, health campaigns, and school health activities.
  • Build the capacity community health team through regular monitoring and assessment, refresher training and close supervision.
  • Work with KnHD community health in-charges and supervisor to improve their supervisory skill to organize scheduling community health activities, campaigns, and monitor the team more efficiently.
  • Work with CHWs and other health teams (clinical, Reproductive health, and Environmental Health) to review existing IEC materials, identify needed health messages and develop IEC and BCC materials that are simple, better communicate message and acceptable by community.
  • Conduct regular meeting with community leaders to ensure community participation in community health activities, and collaborate with education department for school health activities.
  • Provide technical support to KnHD trainers for facilitation skills, developing training materials, and co-facilitate the training courses as appropriate.
  • Facilitate the development and implementation of new and innovative community health related activities.
  • Consolidate community health information and data, and write progress report regularly.
  • Perform other duties as assigned by the supervisor.

Job Requirements:

Education: Bachelor degree in public health or related field

Work Experience: Minimum 5 years experience in public health services, preferably in refugee setting. Practical experience in clinical or preventive health care is a plus.

Demonstrated Skills and Competencies:

  • Professional demeanours
  • Demonstrated training and facilitation skills, and motivating community participation
  • Demonstrated supervisory and mentoring skills to large team with multicultural staff
  • Organizing skills, ability to organize public services and community meetings, seminars and surveys.
  • Experience in implementation of communicable disease outbreaks investigations and response.
  • Good at written and oral English language skills.
  • Excellent verbal and written communication skills.
  • Operational knowledge of Microsoft Office software.
  • Ability to work responsibly and as a team member.

Language Skills:  Fluency in Burmese and English. Karenni or Karen or Thai is a plus

   Certificates or Licenses: Bachelor degree in public health or related field. 


Working Environment:
 The position will be based in Mae Hong Son, a town in the North of Thailand, with frequent and regular travel to the two temporary shelters for displaced person. Both the Mae Hong Son town and the two temporary shelters are in a low risk area.
