Context:
The RBDES project manager is tasked with managing member participation in the RBDES. The RBDES project manager will continue to develop the RBDES, and explore any opportunities to provide training and assistance to the Bali Process membership. It will also provide administrative assistance to the Oversight Committee, develop reports on RBDES for presentation at Bali Process meetings and support the RSO co-managers who will act as a non-voting member of the Oversight Committee.
Core Functions / Responsibilities:
To this end the RBDES Project Manager will be responsible for:
Establishment of the Oversight Committee
- Identify potential members of the Oversight Committee
- Approach and engage members to commit to participating in Oversight Committee
- Develop draft Standard Operating Procedures (SOP) for the Oversight Committee for endorsement at initial meeting.
- The SOP will outline procedures relating to:
- Receipt of complaints about the RBDES
- What information is reported by the RBDES Manager
- What information is reported by the System Administrator
- What information is reported to the Bali Process Membership
- Procedures for management of breaches by the Oversight Committee and the RBDES Manager
- Guidelines on how Oversight Committee members will be chosen
- Any guidelines for appropriate actions to be taken by the Oversight Committee in relation to breaches, including how the Oversight Committee will investigate or inquire about any alleged breaches, in what cases would suspension or cancellation occur, the length of any suspension, and how breaches will be notified to the Oversight Committee and to the public (if at all).
- Procedures for recommending amendments to the policy framework
- Procedures for recommending improvements to the technical system
Secretariat and administrative support to the Oversight Committee
- Organizing initial meeting of the Oversight Committee
- Invitations to Oversight Committee members
- Develop agendas and meeting procedures
- Oversight the payment and selection of venue, accommodation, flights and allowances for members of the Oversight Committee
- Provide secretariat support to the Oversight Committee
- Ongoing responsibility for amendments and integrity of SOPs
- Continuing identification and engagement of members to commit to being Oversight Committee members (on a two year rotational basis)
Develop general training materials for the RBDES Framework
- Training materials for conducting privacy impact assessments, best practices in collecting, using and disclosing personal information, procedures to ensure data quality, victim centered screening procedures, and remedial actions for breach
- Privacy assessment tools such as template documents and checklists.
Drafting general training materials regarding operation of the System including:
- Drafting the training of the users of the System relating to technical operation of the System, in consultation with the IOM System Administrator, if required.
Drafting Technical administration of the System and administrative support procedures
- Drafting the functions of the System Administrator under the Terms of Use and Service Arrangements, in consultation with the IOM System Administrator, if required.
Promote the long term vision of a comprehensive biometric solution
- Identifying and fostering sources of funding
Leading engagement with Bali Process members regarding the RBDES
- Explaining the purpose, use and functionality of the RBDES
- Developing interest in member participation and funding
- Marketing the RBDES at international and regional meetings (this is not limited to Bali Process meetings)
- Ensuring the RBDES remains regionally focused, member driven and complementary to other regional initiatives
- Answering queries, complaints and recommendations from members and non-members
Ad hoc request
Upon request from interested members, and subject to funding availability provide:
- Assistance with any bilateral negotiations
- On-the-ground and in-country support to the RBDES, including developing policy and legal frameworks to be consistent with the RBDES, and establishing domestic procedures for using the RBDES
Management of breaches of the RBDES
- Liaising with participating members in breach
- Acting as a focal point for any complaints regarding a breach
- Taking appropriate remedial measures, under the direction of the Oversight Committee, in the event of a breach
- Attendance at Oversight Committee meetings (multiple meetings)
- Reporting on updates to the RBDES
- Reviewing any communications, reports and updates
- Discussing, as part of Oversight Committee, on appropriate actions upon any breach
- Draft amendments and developing the policy framework, including sending drafts out for consultation.

Required Qualifications and Experience
Experience
- A minimum of 5 years’ professional work experience in a related area.
- Strong oral and written communication skills including writing and negotiation skills, and ability to draft, edit and produce effective online communication.
- Strong interpersonal skills and the ability to engage and establish and maintain highly productive working relationships with a range of key stakeholders from government and non-government sectors and across different countries.
- Demonstrated ability to prioritise, organise and complete work in a timely manner
- Strong technical skills with proficiency with Microsoft Office, database management systems and the ability to use and apply technology to develop workplace solutions.
- Ability to pay close attention to detail.
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Languages
Fluency in English is required.
