The Institute of International Education's (IIE) Southeast Asia regional office, based in Bangkok, Thailand, was opened in 1962 as IIE's first office in Asia. The Bangkok office provides educational programming, represents the Educational Testing Service’s (ETS) TOEFL program, administers scholarship programs, and conducts educational outreach on behalf various academic programs.

Purpose of Position: The position will facilitate overall office operations and provide specific leadership for the financial, human resource, and administrative activities of IIE Southeast Asia (IIE/SEA) with significant interaction with IIE stakeholders in NY and DC. He/she will ensure all financial transactions are in accordance with IIE and sponsor policies and procedures, Thai Accounting Standards ("TAS"), and GAAP. In addition, the position supports the work of IIE/SEA as a whole by ensuring the efficient operation of the HR functions and administrative tasks while providing assistance and support as required to the different IIE program units.

Essential Duties and Responsibilities include the following. IIE may add, change, or remove essential and other duties at any time.

1. Financial Management

• Perform accounting functions in accordance with Thailand Accounting Standards (“TAS”), GAAP, IIE financial policies and procedures, sponsor requirements, partner requirements, and all other applicable laws, rules and guidelines including budgeting; asset management; cash flow management; payroll; tax issues; variance and accounts analysis.
• Prepare and maintain a variety of financial records, statements, and reports, including those related to the general ledger, accounts payable, accounts receivable, inventories, and fixed assets.
• Prepare Monthly/Quarterly/Midyear reports and Annual Financial Statements, as well as financial reports to sponsors and stakeholders.
• Perform month-end closing activities including general ledger closing, balance sheet reconciliations, bank statement review and monthly activity reports.
• Review expenditure payments, monitor payment schedule, and ensure timeliness of all payments.
• Prepare and present annual financial statements and other reports and documents for audits. Serve as the primary liaison for all financial audits.
• Manage all banking and cash-related activity for the office, including petty cash records.
• Reconcile division timesheets with external payroll reports.
• Ensure the adequate application of internal controls.
• Prepare and submit the annual and half-year corporate tax returns.
• Perform the annual and mid-year budgeting process. Conduct budget analysis and create budgets for new proposal development.
• Provide regular budget updates to IO Director regarding budget actual vs forecast, labor hours charged, and ETS P&L statement.
• Provide continual support to program staff regarding budgeting, budget variances, financial reporting, and program results.
• Administer compensation and prepare the monthly payroll, including the 13th month payment and other bonuses.
• Manage employee benefits, including health insurance, health checkups, Social Security Fund, Salary Tax, and Provident Fund.

2. Administration

• Manage and lead the Bangkok based Finance & Administration Unit that includes two direct reports and an IT consultant.
• Train and communicate with staff regarding IIE policies, systems, and procedures and answer general questions.
• Maintain and track all aspects of IIE/SEA’s workplan across all projects and keep the IO Director informed of progress. Manage all tasks regarding project start-up and closeout efforts.
• Support monthly reporting as required by the program sponsor.
• Ensure compliance with all contracts, sponsor requirements, IIE policies, and Thai law.
• Manage vendor relationships as well as purchasing and procurements, liaising with US-based Grants & Contracts team to ensure preparation of contracts and service agreements (procurement) is done in accordance with policy.
• Manage office lease, office maintenance issues, and all concerns regarding the office premises.
• Assist in the execution of special office events, such as stakeholder gatherings, team initiatives, etc. such as the annual Bangkok office workshop.
• Lead staff recruitment process and manage employee on-boarding and off-boarding, including benefits enrollment. Working with US-based HR to develop job descriptions, announce/post positions, screen applicants, organize interviews, and prepare offer letters for HQ approval.
• Make recommendations to the IO Director concerning employment, termination, performance appraisals, salary actions, and other personnel actions.
• Ensure Thai labor law and IIE employment policies are maintained and adhered to, such as the Code of Conduct and other applicable policies, procedures, and schedules.
• Provide regular team updates regarding HR initiatives from headquarters and new labor laws and regulations.
• Maintain employee personnel files, such as performance appraisals, ensuring they are complete and regularly updated.
• Compile the annual office holiday schedule.
• Maintain and update the IIE Employee Handbook.
• Assist all staff with questions related to benefits, leave, and labor issues.
• Manage the acquisition and maintenance of work permits and visas for all expatriate staff.
• Manage office Safety & Security, including distributing travel insurance details to staff, regularly updating the Bangkok Evacuation Plan, accounting of office emergency supplies, and maintenance of equipment such as satellite phone, fire extinguisher, etc.

Performs other duties and functions as assigned.

Education/Experience:

• Bachelor’s degree in accounting required. CPD license preferred.
• General understanding of human resources, administration, and Thai labor law preferred.
• Management experience and demonstrated leadership in previous positions preferred.
• Fluency in English and Thai required.
• Minimum of 5 to 8 years of finance related work experience.

Knowledge, Skills, and Abilities:

• Excellent critical thinking skills and judgment. Proven willingness to make timely and sound decisions.
• Excellent oral communication skills. Ability to communicate, negotiate, advise, persuade, or resolve issues that are highly complex and sensitive in nature. Ability to communicate effectively with persons on all levels both inside and outside the company.
• Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
• Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure. Self-motivated and able to follow through to end of assignments while meeting goals and deadlines.
• Proven ability to successfully work as part of a team. Strong mentoring and teambuilding skills.
• Proven ability to effectively use Microsoft databases, spreadsheet, word processing, and position-specific software and technology.
• Accuracy, attention to detail.
• Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.
