Job Summary:
The Project Officer will focus on developing, implementing, monitoring and evaluating Right To Play programming and operational activities in Tham Hin and Ban Don Yang Temporary Shelters. The Project Office will be expected to contribute towards the achievement of activities outlined in the Project Action Plan. The position will focus on coordinating Right To Play activities in the camp, supporting the Field Facilitator, camp based staff, teachers and leaders in implementing the programs. The Project Officer will take a lead role in program management at the camp level, including delivery of the workplan, monitoring through the Performance Measurement Framework, submitting regular reports to the Program Manager (PM) and accounting for project funds they will be entrusted within the course of their work.
Location Description:
The position is based in Kanchanaburi with regular travel to Tham Hin and Ban Don Yang Temporary Shelters. Occasional travel may also be required to other locations around the country for the purpose of conducting teacher, volunteer and partner staff training, coaching, mentoring and supervision, including regular supervision visits. Thus, the successful candidate must be willing to travel as part of their daily duties due to the remote location of the temporary shelters. The position is also expected to provide support to other Right To Play projects in Thailand from time to time, as deemed necessary by the PM or Country Director.
Specific responsibilities:
- Project Administration and Coordination
- Coordinate the logistics and administrative requirements for Tham Hin and Ban Don Yang camps;
- Complete regular and timely reports and submit to the Program Manager;
- Ensure transparent accounting of finances in line with Right To Play regulations, and in reporting regularly to the Program Manager;
- Ensure transparent management of assets, stocks and cash advances;
- Collect M&E data in line with the Performance Measurement Framework, including ensuring all activities involving children are included in regular reports;
- Assist staff in the organization and implementation of activities including special events, trainings/workshops, field visits, coaching, VIP visits and other events;
- Coordinate with other NGOs to ensure Right To Play participation in NGO events;
- Assist Field Facilitator and camp based staff in producing, managing and monitoring regular activity schedules for children;
- Coordinate with the Camp Committee and CBOs to ensure that Right To Play teams are included in camp events and that assistance from RTP is given when possible.
- Identify equipment and infrastructure needs and work with the PM on the procurement of necessary materials.
- Adult Education and Workshop Facilitation:
Support and assist the Field Facilitator(s) to:
- Deliver regular and refresher trainings for all Leaders with whom Right To Play is implementing its activities, ensuring all Leaders are properly trained;
- Provide regular coaching, mentoring and supervision of all Leaders with whom Right To Play is implementing its activities;
- Review existing and prepare new training material
- Maintain transparent training schedule for camp based coaches and teachers
- Provide training in project management for camp based staff
- Support Resident Teacher Trainers (RTT) and Leaders in implementing Right To Play activities, and carrying out monitoring/evaluating tasks;
- Ensure that regular evaluations (outputs and outcomes) are carried out in coordination with rest of the Refugee Program Team.
- Networking and Partnership Building
- Maintain a good working relationship with Ministry of Interior Officials responsible for the Camps and inform the PM of any challenges or changes to regulations that arise.
- Ensure regular and ongoing dialogue with stakeholders;
- Ensure Camp Committee and other Camp Authorities/CBOs are aware of Right To Play’s programming events;
- Build and maintain partnerships with parent-teacher associations, refugee leaders and community groups;
- Cooperate with other partner staff, NGOs and CBOs, maintaining a good working relationship. Ensure the PM is informed of relevant developments/initiatives.
Qualifications and Experience
Essential:
- Previous experience with an NGO;
- Fluency in English and Thai;
- Full Thai driving license and ability to drive 4-wheel drive in off-road conditions to and from camp;
- Experience in education delivery and adult training;
- Leadership skills;
- Computer literacy in Word and Excel;
- University Degree, preferably in a related field;
- Belief in and agreement with the Child Protection Principles outlined in the Right To Play Child Protection Policy and Implementation Guidelines;
- Belief in the importance of sport as an effective learning tool.
Highly Desirable:
- Fluency in Karen and/or Burmese
- Experience in child development; and
- Experience with the Thai Refugee Setting
- Experience of working with vulnerable youth
