Strengthening Community Base Legal Assistant in Karen State

Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

The IRC has recently commenced the USAID-funded Project for Local Empowerment, which works to build the technical, management, and leadership capacities of community-based organization (CBO) partners to deliver efficient and effective health, education, legal, women’s protection and empowerment, and protection services, and distribute food and cash transfers, for migrants and refugees living in six provinces and nine camps in Thailand, as well as for IDPs living in four states and two regions in eastern Burma. PLE also directly addresses the legal and policy environment in Thailand that creates roadblocks for Burmese seeking to access their rights, through advocacy and other interventions.

According to recommendation of Assessment on Justice System in Karen State conducted in 2016 found that community leaders are key person who people seeking for legal advised and assistance. Moreover, IRC Thailand in collaboration with IRC Myanmar and Project for Local Empowerment (PLE) agree in South East Myanmar Strategy to strengthening legal assistance mechanism at the community level in Karen state by utilize experience of legal assistance project of IRC Thailand and PLE to adapt for context in Karen state.   To achieve this goal, IRC Thailand seeking for consultant who has expertise and good relationship with local organization who access to key actors in Karen state in provide technical support to community to established community base legal assistance mechanism in Karen State.

RESPONSIBILITIES

  1. Scope of work
  2. Develop curriculum and activity design:The consultant is requested to develop curriculum to train community leaders and community group including activity design to establishes community legal assistance groups in target communities,
  3. Conduct training for local organization: The consultant is requested to coordinate with local organization in Karen State and conduct 1) ToT for local organization staff and 2) co-facilitate and technical support to local organization conduct training for community leaders and community group
  4.  Technical support for establishing of community legal assistance group: The consultant requested to provide technical support to community leaders to establish community legal assistance group.

Qualifications

The following qualifications are preferred:

  • At least 3 years of access to justice in Karen state related work experience;
  • A post-graduate degree in a relevant social science, law or political science
  • Demonstrated record of work on protection and access to justice
  • Deep knowledge of access to justice issues in migrant and displaced communities, preferably along the Thai-Myanmar Border;
  • Willingness to work in partnership with IRC staff to build capacity and institutional skills around access to justice , analyzing data, and using information to inform programming;
