The Pestalozzi Children’s Foundation (PCF) is a Swiss non-profit organisation which promotes peaceful cohabitation worldwide by empowering the most marginalised children and adolescents. The Foundation seeks to provide children and youth with access to holistic quality education and to strengthen their intercultural competencies. The Pestalozzi Children’s’ Village in Trogen (Appenzell Outer-Rhodes) is at the heart of the Foundation and its activities in Switzerland and in eleven countries. For more information, please visit https://www.pestalozzi.ch/en PCF Thailand is implementing projects with national NGOs specialised in education for sustainable development and committed to children’s right and intercultural education. PCF particularly supports projects aiming at providing quality education and preserving the indigenous knowledge and culture in rural and mountainous areas. In order to support the expanding operations in Thailand, PCF is setting up a new representation office in Chiang Mai. We are seeking for a temporary Finance and Administration Officer to coordinate the administrative, financial and legal aspects related to the registration and new office setup in the country

Terms of Reference for Finance and Administration Officer Chiang Mai, Thailand

Purpose

The purpose of the position is to ensure the financial viability of the expanding programme, the management of mobilised resources, and the transition of the financial responsibility to the new local representation office. S/he plays a crucial role in providing high quality financial management information necessary to support effective operations. Specific responsibilities include; assessment of financial needs and cash flow requirements, financial planning, contract management, national payroll, financial reporting and audit. In addition, s/he will need to identify and resolve any financial management problems which may arise and provide appropriate training in finance policies and procedures for PCF local staff in coordination with the Finance and Administration Manager at the Headquarters and in accordance with institutional policies.

Scope of Work

• Support and finalise all aspects related to the registration of the local representation of PCF in Thailand;

• Implement and train local staff on financial procedures and ensure translation from English to Thai;

• Provide guidance on financial management by assisting in the planning and monitoring of the country programme and projects financial operations; 1

• Ensure that the HR policy, contracts and practices are in accordance with PCF policies and ensure compliance with national contractual, labor and statutory requirements;

• Assess financial needs with the accountant and manage transfers and cash flow;

• Coordinate, supervise and prepare all financial statements / reports for internal and external purposes. A work plan will be jointly drafted and agreed upon at the beginning of the assignment to define priorities and tasks.

Required Qualifications

1. Professional qualifications

• University degree in Accounting, Finance or a subject of relevance for the position;

• A minimum of 5 years of work experience in finance and administration functions;

• A minimum of 2 years working in a country or regional office of an international organisation in Thailand;

• Good experience of conforming with legal compliance requirements in Thailand;

• Experience in implementing and ensuring compliance with internal financial and human resources procedures;

• Demonstrable ability to train both finance and non-financial staff on finance issues;

• Understanding of and commitment to PCF’s Mission and Children’s Rights;

• Proficient user of Microsoft Office;

• Fluency in oral and written English and good knowledge of Thai language.

2. Personal qualifications

• Result-oriented personality with excellent intercultural and interpersonal competencies

• Strong negotiation and communication skills

• Committed and motivated

• Reliable, accurate, methodical

• Willing to learn from peers and spend time in the field, including remote areas

Conditions

Contract: Three-month consultancy contract with possible extension. Upon registration of the representation office, a permanent financial position will be opened.

Start: February 2017 or as per agreement

Location: Chiang Mai, Thailand
