Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Promoting Sustainable Protection Measures for Vulnerable Displaced People across the Thailand-Myanmar Border project promotes the rule of law / legal principles and access to justice for Burmese Displaced People in Thailand. Established in July in 2016 in coordination with, and building on the Legal Assistance Center and the Project for Local Empowerment (PLE), this protection project will serve displaced people both in the camps and along the Thai-Myanmar Borders, and focuses on maintaining and expanding sustainable and equal access to justice as well as strengthening cross-border protection coordination to ensure safety of the most vulnerable displaced people through different activities.
Job Overview/Summary:
To promote sustainable protection measures for vulnerable displaced people across the Thailand-Myanmar Border through strengthening of cross-border protection coordination and expansion of sustainable and equal access to justice for displaced people along the Thailand-Myanmar border, the Rule of Law and Legal Manager will design, develop and provide support to build and increase the capacity of the communities along the Thai-Myanmar border on Mediation Dispute Resolution Guidelines (MDRG) and Alternative Dispute Resolution (ADR) in order to ensure that displaced people will be treated fairly. The Rule of Law and Legal Manager will also work closely with the Deputy Coordinator for Protection Mainstreaming and the Deputy Coordinator for Community and Government Liaison on the Community Legal Volunteer activities as well as work with civil society organizations to ensure that communities are self-reliant on legal case management and safeguard communities’ ownership and sustainability of access to justice services. The Rule of Law and Legal Manager will provide coaching, mentoring and technical support to community focal points, Community Legal Volunteers, camp-based assistants (CBA), and partners in the conduct of project activities, including performing a wider liaison role between the project and partners as well as project beneficiaries.

POSITION REQUIREMENTS (Candidate selection will be based on the criteria described below.)
Education - University degree in Law
Work Experience and/or Demonstrated Abilities
- At least 3 years of direct experience in legal and human rights training for displaced people or for people of diverse ethnic background.
- At least 3 years of relevant experience in project management and at least 3 years of experience in designing training modules and activities for displaced people or people with diverse ethnic background.
- Demonstrated working experience in rule of law and protection legal framework.
Skills
- Effective leadership and interpersonal and communication skills
- Excellent training skills
- Good knowledge of techniques for planning, monitoring and controlling programs
- Ability to handle multi-tasks and sensitive issues
- Effective personnel management skills
- Ability to deal with traumatized people in an effective and compassionate way
- Computer literate
Language(s)
- Fluent in Thai is required; working knowledge of English is highly desirable; working knowledge of and Karen and Burmese is an advantage

- Knowledge of displaced persons both in and outside camp situations
- Awareness of political effect on the quality of life
- Able to travel regularly along and across the Thai –Myanmar border
