CONSULTANCY ROLE PURPOSE:
Save the Children’s Thailand Country Office is currently strengthening and expanding our work to promote the rights of migrant children in Thailand to education and protection, as well as the rights of IDPs and refugee children along the Thai-Myanmar border. This involves close partnership and advocacy with the Thai government and other stakeholders to improve the implementation of policies such as the Education for All policy and cabinet resolution of 2005. In the final months of 2016, we are seeking to carry out consultation with local civil society and government to form the basis for program design and funding proposals for 2017. Building on a successful foundation of programming for children on the move and ethnic minorities, we have developed concept notes for a range of donors, to be able to continue to promote access to quality education for these marginalized groups in Thailand. The Education Program Development and Quality (PDQ) Officer will play a key role in carrying out local consultations to inform program design and funding proposals. Furthermore, they will support key projects to improve education quality with our partners, and provide support to advocacy initiatives as required.
SCOPE OF ROLE:
Reports to: PDQ Director, Education Specialist, close coordination with funding proposal developer.
Role Dimensions: The consultancy will require field and desk research and consultation work that will inform proposal development and project design. This role will also require general support to existing education programs. The role will be 60-70% consultation and 30-40% general support to key education projects.
The officer will undertake extensive consultations to support the development of detailed funding proposals. The consultant will lead on mapping local community based organisations (CBOs) active in the supporting education for marginalized children in target areas and will undertake consultations with government education authorities and CBOs to gather insights, input and feedback to support the development of detailed funding proposals and program design.
The officer will provide general support to key education programs, including serving as the focal point for the ACCESS project OOSC research survey. This will require monitoring and tracking progress connected to the contract. Liaison between the OOSC consultant team and Save the Children staff based in Mae Sot. The OOSC consultant team will likely require regular meetings and other support. Additionally, the officer will provide support to Education For All advocacy meetings, IMPACT project contracts related to self-sustaining Migrant Learning Centers and improving teaching and learning practice in Migrant Learning Centers and other duties as assigned.

Education Quality & Advocacy Support |
· Support planning and design of key projects to improve education quality and sustainability in MLCs, in conjunction with partners, project teams and consultants. · Support advocacy and learning events as required · Support the Out-Of-School-Children (OOSC) survey as focal point for the Thammasat consultant. This will require liaison with the SC Mae Sot team. · Support the EFA advocacy campaign as required |
