JOB TITLE:  Road Safety Project Officer

TEAM/PROGRAMME: DRR/Child Safety            LOCATION: Bangkok, Thailand

Type of Contract: 1 year(with possible extension pending funding)

CHILD SAFEGUARDING: (select only one)

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Road traffic accidents, according to the World Health Organisation, are responsible for more than 1.2 million deaths globally each year, with motorcycle accident accountable for nearly a quarter of those fatalities. Road accidents are the second leading cause of death of Thai children. Most children travel on motorcycles daily and, while Thai law mandates helmet use for motorcyclists, only an estimated sever percent of children wear helmets. Research indicates that helmet use is the single most effective means of preventing injury among motorcyclists. Helmet wearing can reduce risk of death by 40 percent and severe head injury by 70 percent. Without coordinated efforts to establish a culture of helmet safety in the country, more children and adults will continue risking their lives and health on roads.

While motorcycles remain one of the primary transportation modes in the country, the 7% Project has been launched in an attempt to address the risk by promoting helmet wearing among children travelling on motorcycles and campaign for the change in social norms undertaking through four components: education, police engagement, media and advocacy campaign and adaptation.

The Road Safety Project Officer will play a key role as a primary implementer supporting the 7% Project.

SCOPE OF ROLE:

Reports to: Road Safety Project Coordinator

Dimensions: The Road Safety Project Officer will support the implementation of the 7% Project. This role is the primary implementer of project activities which include timely execution of activities, complete beneficiary tracking, proper documentation and report.

KEY AREAS OF ACCOUNTABILITY:

  1. Programme Delivery
  • Supports the direct implementation of the 7% Project; ensuring delivery of helmet safety programme activities and stakeholder engagement.
  • Working closely with the 7% Project implementation team in designing, preparing and implementing project activities, workshops and events
  • Supports the 7% Project’s consultants in the activity planning and implementation focusing on police engagement and parent engagement components.
  • Engages and liaise with 7% Project stakeholders and partners in the project implementation
  • Keep track and maintain the project database and ensure accurate documentation of the project data
  • Contribute to the collecting of info for and the writing of case study derived from beneficiaries’ accounts
  1. Project Management
  • Develops clear and detailed implementation plans; and monitors activities against this plan to ensure timely and quality implementation.
  • Actively participates in 7% Project design sessions and meetings, providing inputs based on current implementation.
  • Represents Save the Children in advocacy, networking, meetings, workshops, and conferences as needed.
  • Co-ordinate and communicate with partners and stakeholders on 7% Project management and activity implementation.
  • With support from the awards and finance teams, ensure donor compliance through proper tracking of reporting on activities, training and regular support to partners, and monitoring of project delivery and quality.
  • Assist in budget planning and spending to ensure the proper spending against the 7% Project budget in timely and efficient use of funds in keeping with donor compliance
  • Regularly provides feedback and updates to the 7% Project team on the project progress and update
  • Ensure proper and readily accessible filing of relevant project records, data and correspondents
  1. Monitoring, Evaluation, Accountability, and Learning (MEAL)
  • With supervision from the Road Safety Project Coordinator and support from the awards team, assist in report writing for donors and Save the Children members.
  • Works with Road Safety Project Coordinator and MEAL Coordinator to conduct monitoring and evaluation plans to ensure quality implementation, evaluation and learning points
  • Ensures quantitative and qualitative documentation of project outcomes and impacts
  • Ensures the learning points obtained from the evaluation is shared with key internal and external stakeholders.
  • With MEAL team support, apply the Save the Children accountability procedures to the 7% Project activities.
  • Take active role in soliciting feedback from the 7% Project beneficiaries.

QUALIFICATIONS AND EXPERIENCE 

  • Professional qualification relating to business, finance, accounting or international development

Essential:

  • Minimum 2-3 years of experience working on development projects and / or awareness campaign management
  • Thai nationality
  • The ability to speak, read and write in Thai and English as working languages
  • Superior skills in coordination, liaison, coordination and administration with detail-oriented approach
  • Strong experience in workshop planning, facilitation and conducting training
  • Ability to engage with community and mobilise community support
  • Proficiency in computer use with various software packages; and confident in digital technology, particularly with engaging with people online
  • Innovative and excel at using different types of communication tools to tell stories
  • Excellent communication and interpersonal skills
  • Passionate in people-centred development and in helping people Ability to work independently
  • Ability to travel in remote and/or disaster-affected areas

Desirable:

  • Experience or familiarity with road safety initiatives
  • Experience working in education and capacity-building programmes
  • Experience working with authorities in/around Bangkok
  • Experience in public events and consultant management
