TOR Research Consultant(s) to support participatory research on Migrant Friendly Services

Raks Thai Foundation is looking for multiple research consultants or a consultant team to support a participatory process between Civil Society Organization (CSO) field staff and researchers in conducting provincial level assessment of migrant friendly health services in 9 provinces.
Migrant friendly services is defined as:
- Migrants documented and undocumented access to health promotion, disease prevention, testing, treatment and follow up;
- Accessible and affordable health insurance for all migrants regardless of documentation status, age and type/location of work, with particular attention to HIV, TB and malaria related prevention and treatment;
- Access to reproductive health and maternal and child health care, including sexual reproductive health rights;
- Health information and treatment consultation in the language(s) of the migrants;
- Extension health services and screening/testing to migrant work place and communities taking into account the need to engage migrant community members as service providers;
- Services of health personnel that are delivered with full attention and care to the patient regardless to the nationality or ability to pay;
- Referral system linked with service providers in the sending country of the migrants;
- Immunization services for children;
- Overall clarity of policy towards promoting health insurance and consistency of policy implementation that is inclusive and in line with the Sustainable Development Goals (SDG).
The study will be conducted in the following provinces: Chiang Mai, Samutsakorn, Samutprakarn, Rayong, Trad, Songkla, Suratthani and Pattani provinces.
The selected research consultants will be responsible for the following tasks:
- Meeting with Raks Thai central office staff to learn about the program and to discuss the detailed frame work of the study;
- Meeting with the selected field staff, particularly Migrant Field Officers to develop the detailed data collection tools aiming to use qualitative processes;
- Operations at each province, through a process of:
- Refining the tools and data framework with the participation of Migrant Field Officers;
- Developing the field data collection framework to define where/why each focus group should be selected at the field level, including selected in depth interviews (of cases);
- Data collection led by Migrant Field Officers and selected migrant volunteers;
- Field data preliminary processing with the participation of field staff;
- Preliminary finding with the participation of field staff
- Data processing by site, finding descriptions and drawing conclusion based on study framework;
- Small 3 day workshop to discuss and finalize findings.
- Report drafting that shows findings by site and by key issues, together with ranking, scoring and scaling techniques to prepare presentation;
- Preparation of the final report and preparation of official presention.

Nature of the contract:
- Contract(s) will be made to one or more researchers that will enable to the total study to be completed within 3 months;
- Contract will be based on an agreed fee per day and a total number of days;
- Travel costs and other related costs, including workshop and meetings will be by Raks Thai.
Expected Qualifications of the Researchers:
- Bachelor degree of higher that is related to research methodology particularly related to use of qualitative research techniques;
- More than 3 years of experience in conducting research or related community development activities;
- Communication skills, working in cross cultural settings;
- Understanding on issues related to migrant health particularly related to HIV and TB;
- Skilled in writing research/technical papers.
