Position: Base Logistics Officer (1 open position)

Handicap International (HI) seeks a Base Logistics Officer based in Mae - Sot, Tak province, with punctual travels to camps in Tak and Mae Hong Son province

HI is an international non-governmental, non-religious, non-political and non-profit making organization specialized in the field of disability. It works alongside people with disabilities, offering them assistance and supporting them in their efforts to become self-reliant.  Since its creation, the organization has set up programmes  in approximately 60 countries worldwide and intervened in many emergency situations. 

HI in Thailand is currently supporting projects along the Thailand - Burma border focusing on the following:

• Rehabilitation Project: provision of functional rehabilitation services for persons with disabilities in 5 temporary shelters (Tak and Mae Hong Son provinces),
• Disability and Social Inclusion Project: Social inclusion of People with Disabilities and mainstreaming disability into humanitarian services in 5 temporary shelters (Tak and Mae Hong Son provinces),
• Growing Together Project: in 5 temporary shelters (Tak and Mae Hong Son provinces) focusing on enabling vulnerable children including children with disabilities, to develop their full potential on an equal basis with other children and acquire fundamental educational and social skills, as well as support to their family members and/or caregivers and,
• Risk Education Project: raising awareness activities on the risk of mines and explosive remnants of war, which is implemented in all 9 temporary shelters (Tak, Mae Hong Son, Ratchaburi and Kanchanabui province).

GENERAL MISSION:

In collaboration with the Logistics Manager, elaborate and implement strategies to guarantee the adequacy of means for fleet and motorized equipment management, both in the capital and in the field. It includes selection, start up, usage, maintenance and renewal to optimize vehicle management and adequacy of the motorized equipment, management and supervision of the drivers team as well as to ensure security of passengers, liability of equipments, continuity of service, administrative follow-up and cost control.

Carry out or supervise all maintenance logistic activities in the base (vehicles, fuel consumption, local infrastructure) according to HI protocols in order to have the material, infrastructure and vehicles in optimal running conditions.

Specific Tasks and Responsibilities:

1. Manage the programme's vehicles (cars and motorbikes) fleet & use and the management of any other means of transport in line with internal regulations and the security plan.

Aim: To provide safe means of transport for the smooth running of activities

2. Manage the drivers

Aim: To develop the team’s autonomy and performance

3. Manage the general services (expatriate staff accommodation, offices and storage facilities).

Aim: To provide the teams with comfortable working, living premises and preventing risk.

4. Manage transport for the project

Aim: To ensure safety and security of personnel and goods in HI vehicles

Qualifications required/ Desired Profile:

Education:  At least high school. Any technical orientation, high or college / university will be an adventage.

Knowledge and skills required:

• Knowledge and at least 1-year experience in fleet management
• At least 2-year experience in team management
• Experience working with NGOs, civil society organization especially those working along Thai-Burma border will be an advantage;
• Experience working in refugee camp and especially Burmese refugees along Thai-Burma border will be an advantage;

Extra requirement:

• Minimum 5 year of constant driving experience
• Knowledge of vehicles and mechanics;
• Knowledge in safety strongly appreciated
• Technical skills in electricity, construction, electrics will be an asset
• Knowledge and at least 2-year experience in team management;
• Strong interpersonal and communication skills;
• Proficient using the Microsoft Word, Excel, email and web searches and reporting;

Other qualifications:

• Language: Good level of written, reading and spoken English and Thai. Knowledge of Karen or Burmese will be an advantage.
• Active listening, sense of negotiation, self-initiative, adaptation skills, ability to create team spirit and to support team building, autonomy in work and experience in accompanying a team and finding practical solutions.
