Project – USAID Wildlife Asia

The USAID Wildlife Asia Activity seeks to significantly reduce wildlife crime in Southeast Asia and China by employing a comprehensive regional cooperation approach. Specifically Wildlife Asia will (i) Reduce consumer demand for wildlife and wildlife products in target areas; (ii) Strengthen regional law enformedment capacity and coordination; (iii) Increase commitment to addressing counter wildlife trafficking (CWT); and, (iv) Support the USAID Regional Development Mission for Asia’s (RDMA’s) regional coordination of CWT stakeholders and efforts to strengthen the US Government (USG) interagency CWT initiatives. The USAID Wildlife Asia Activity’s geographic scope includes all ASEAN countries, with a focus on the Lower Mekong (Thailand, Laos, Vietnam, and Cambodia) and China.

Role

The M&E Specialist is responsible for all monitoring, evaluation, and learning activities under the USAID Wildlife Asia Activity. S/he must ensure that all M&E of activities conforms to USAID Evaluation Policy and monitoring frameworks and integrates learning approaches and monitoring and learning best practices.

 

Responsibilities

  • Responsible for developing the M&E Plan and M&E systems including meaningful indicator identification and definition, data collection systems, targeting and reporting according to USAID mandated standards;
  • Provide technical assistance to USAID Wildlife Asia staff and partners on managing and/or undertaking evaluation, impact assessments, targeting and surveys – including survey design, sampling approach, questionnaire design, field testing and data entry forms;
  • Contributes to quarterly/annual project progress and impact reporting and project level impact monitoring and evaluation in support of project management;
  • Design and train project staff in the use of program reporting forms, including the use of various mobile technologies for verification (where appropriate) and necessary required supporting documentation;
  • Develop knowledge sharing & learning platforms which create mutual exchange of best practices among projects and improved tools and methodologies shared through the CLA approach;
  • Ensure the completion of all M&E activities across project results and promote learning by all staff, stakeholders and partners;
  • Compile inputs from all technical team leaders for quarterly and annual reports, and submit a draft report to the Chief of Party for review.

 Qualifications

  • Bachelor’s degree in business, economics, statistics, international development, or a related field
  • 5 years of experience results-based management and planning
  • Experience developing M&E plans and monitoring indicators utilizing results based management, monitoring and evaluation plans, setting and adjusting indicators and goals;
  • Prior successful experience providing M&E support or technical assistance to a USAID-funded project/activity
  • Excellent oral and written English language skills.
  • Fluency in oral and written Thai is highly desired.
