Purpose of the Position

 

Under the supervision and guidance of Supervisor, the senior programme assistant supports the respective section through providing a range of program, research and partner coordination support in developing, implementing, executing and monitoring outcome 1(70%) and outcome 2 (30%) of the UNICEF Thailand Country program for the period 2017-2021 to ensure effective and timely delivery that is consistent with UNICEF rules and regulations. 

 

While the post will support to the P3 Social Policy on Equity, budgets and knowledge management to coordinate with government counterparts and ensure smooth operation towards achievement of all three outputs under outcome 1 on Inclusive social policies (80%), it will also support the work of the NOB Monitoring and Evaluation and the NOB Social protection for uplifting the KM and documentation objectives of all outputs under Outcome 2 Child-sensitive social protection. The post will also serve as a focal point for the repository of data for children in the office, as well as (TBC) serve as a secretariat to the Research and knowledge management hub in the office.

  

Major Responsibilities

  1. Coordinates knowledge management within the SPAME and TCO and leads documentation of key results in Social policy and capacity building. 
  • Researches, analyzes, verifies and synthesizes information on best practices and lessons learnt to support
  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to program processes and procedures which aim to build capacity of stakeholders.
  • Acting as the secretariat to the TCO research and knowledge management Committee
  • Proactively identifies emerging issues impacting on Thailand through regular analysis of national and international journals, media and official publications and provide regular updates to project officers.
  • Support the knowledge management series within TCO
  • Supports the P3 Social policy specialist in achieving the objective of Knowledge management of national partners;

 

  1. Leadership and coordination of data collection and data systems mapping
  • Collects information and data from various sources, e.g. major Thai statistics from the NSO, relevant Ministries, international organizations, for continuous update of the situation analysis on the wellbeing of children, youth and women in Thailand;
  • Disseminates and make them available for dissemination and analysis and maintain this information filed for UNICEF reference and reports.
  • Provide support to creation of databases on situation of children in Thailand
  • Contributing to Mapping all data systems – Household surveys and administrative data – and prepares background institutional and stakeholder analysis as a basis for technical advice to the national partners re SDGs, equity monitoring and analysis and CRC monitoring.

 

  1. Support to program development, planning and execution.
  • Researches, analyzes, verifies, synthesizes and compiles qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
  • Drafts project documents, work plans, budgets, proposals on implementation arrangements.
  • Monitors and tracks the efficient distribution of supplies that are required for effective program delivery.
  • Contributing to the monitoring the progress on research and studies supported by UNICEF to inform Chief of section and Program staff on key emerging issues and need for follow up.

 

  1. Support to monitoring and reporting of programme results
  • Coordinates the preparation of monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
  • Coordinates and organanises the briefing and debriefing of project personnel.
  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.

 

  

Qualifications of Successful Candidate

  • Completion of Bachelor degree in a relevant field to social policy, preferably supplemented by technical or university courses related to the work of the organization.
  • A least 7 years of progressively responsible administrative or clerical work experience is required.
  • Thai Nationals
  • Fluency in Thai and English is required. Knowledge of another official UN language is an asset.
  • Knowledge on 1) UNICEF communication goals, visions, positions, policies, guidelines and strategies, 2) UNICEF policies and strategy to address national and international issues, including emergencies, 3) UNICEF emergency communication policies, goals, strategies and approaches, including emergency preparedness and 4) Gender equality and diversity awareness, as asset.
