To provide temporary support to East Asia-Pacific (EAPRO) Emergency Section in a wide range of humanitarian action support. This will include:  Provide guidance and support to the Country Offices in tools and methodologies of emergency preparedness and response, - planning and results monitoring in humanitarian programme, preparations of emergency appeal and reports. Supports the Regional Emergency Adviser in the overall preparation of planning documents, donor reports incl financial management and overall work of the Regional Emergency section.

 

As the incumbent Regional Emergency Specialist is transitioning to another assignment, there is a need for temporary support to bridge the gap while EAPRO Emergency Section undertakes the recruitment for his replacement.

 

In addition, the vacancy occurs at a very busy time of the year with year-end reporting, preparation of a new ROMP and during Monsoon season when occurrence of (natural) disasters is likely to increase and a higher demand for support from CO can be expected. This temporary support is proposed with the specific objectives outlined below.

 

Work Assignment: Under the supervision of the Regional Emergency Advisor, the consultant will focus on the following:

 

  1. Technical Support (35%) Provide technical support to country offices in overall emergency response planning, in particular for fundraising efforts (CERF, HAC etc.)
  2. Support in overall work of the Emergency Unit (50%) Supports the Regional Emergency Adviser in reporting obligations, in particular to HQ, RO and donor by preparing reports, internal work plans etc and any other relevant assignment that will contribute to management functions of the Regional Emergency section.
  3. External relations and partnerships (15%) Attend and represent UNICEF at relevant meetings from key stakeholders and partners (government; ASEAN; IASC; sister agencies).

 

Deliverables: Timely and thorough analysis is made to identify emergency-prone situations and contribute to early warning and enhancing emergency preparedness/readiness for response.

  1. In the event of an emergency, prompt support is provided to execute the initial operational tasks by collecting accurate information on the nature and scope of the emergency, ensuring effective telecommunications facility, and promptly reporting the status as required.
  2. High quality contributions to office management plans, work plans, donor reports and other reporting requirements the emergency unit may need to deliver in Q4 2016 and beginning of Q1 2017.
  3. Monthly progress report.
  4. Final contract report.

     

    Estimated Duration of Contract: 15 October 2016 – 15 January 2017 (3 months).  

     

    Official Travel:   Office-based assignment.

     

    Qualifications or Specialized Knowledge/Experience Required:

     

    • Advanced university degree in international relations, international humanitarian law, social or political sciences or other related field.
    • At least five years experience with progressively greater responsibilities in emergency and/or rehabilitation programmes at national and/or international levels with particular emphasis on analysis and advice on the needs of children and women at risk or by affected by emergencies
    • Experience in UNICEF in general and familiarity with UNICEF program and reporting requirement in particular is a major asset – ideally at a P3/NOC equivalent. P4/NOD level may be considered as well
    • Fluency in English (verbal and written)
