Purpose of the Position
This staff member – under the general supervision of the Chief of Communication – will oversee the design, implementation, and monitoring of a public advocacy and partnership strategy in support of child rights and UNICEF’s mission in Thailand. The strategy will aim to engage the public, youth, influencers and decision makers to take action in support of the rights of children. It will focus on delivering on national advocacy priorities, while building on global campaigns and initiatives, and best practices from across the world.
The staff member will work closely with colleagues across all of UNICEF’s programmes to identify priorities and design advocacy plans. Responsible for delivering on public advocacy and partnership elements of these plans, the staff member will maintain and effectively utilize a network of influencers and decision makers in civil society; building partnerships and coalitions to influence public opinion, policy, practice and legislation that protects and promotes child rights in Thailand and builds the organization’s credibility and brand.
Major Responsibilities
- Under the general supervision of the Chief of Communication and in close coordination with other colleagues, manages the design and implementation of an evidence-based public advocacy and partnership strategy for UNICEF Thailand, contributing to programme objectives, and aligned with office priorities, global and regional campaigns, and in support of resource mobilization.
- Identifies and initiates potential non-financial strategic coalitions, alliances and partnerships in support of advocacy for child rights in Thailand with effective and timely management of activities. This will include non-governmental organizations, the private sector, civil society, the media, politicians, parliamentarians, youth, academia and influential individuals.
- Builds and actively maintains networks of key partners and allies for advocacy, and engages these to influence awareness, attitudes, practices and decision making in favour of children.
- Contributes to the design and implementation of public advocacy campaigns, initiatives and events to generate public support for communication and advocacy priorities.
- Contributes to developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives. Ensures that the Country Office has the appropriate contact lists for this purpose and that these are maintained and effectively utilized.
- Oversees the development and design of appropriate communication tools and evidence for advocacy; follows up on the qualitative aspects of their production and ensures dissemination to target audiences.
- Ensures regular monitoring and evaluation of the public advocacy and partnership activities, reviewing progress and identifying needs and constraints through frequent field visits and consultations with partners and programme staff.
- Prepares, coordinates research and analysis of relevant data to support public advocacy strategy design and implementation. Shares results on a timely and regular basis and recommends appropriate course corrections to the supervisor
- Assists in the routine, general management of the section as appropriate and required, including timely and effective use of communication resources and budgets; follows up with partners on project implementation and timely submission of relevant financial and other reports.
Qualifications of Successful Candidate
- Advanced university degree in Communications, Journalism, Public Relations; or equivalent professional work experience in the communication area, combined with a university degree in a related field.
- At least two years relevant professional work experience in the field of communication; familiarity with the development and implementation of advocacy strategies; of public advocacy campaigns; and of partnership building at national or international level.
- Communication practice, methodology and practical application. Knowledge of current theories and practices in communication research planning and strategy.
- Excellent command of written and spoken English and Thai.
- Thai Nationals
- Fundamentals of working in various media formats – print, audio, video, web, etc.
- Computer systems, including internet navigation, office applications, and specifically, interactive digital media.
- United Nations or other international organizations; good understanding of world affairs, current events and international development issues
- Global human rights issues, specifically relating to children and women, and current UNCEF position and approaches.
- Knowledge on 1) UNICEF communication goals, visions, positions, policies, guidelines and strategies, 2) UNICEF policies and strategy to address national and international issues, including emergencies, 3)UNICEF emergency communication policies, goals, strategies and approaches, including emergency preparedness and 4) Gender equality and diversity awareness, an asset.
