Position title:                   Fishery Manager (Thai nationality only), WWF Thailand

Directly reports to:        Sustainable Markets Programme Manager for Thailand, WWF Thailand

Supervises:                     Fishery Officers

Background

 

  1. Thailand is an important country for WWF’s global goals in sustainable fisheries. The country is strategic for improvement of fishing practice leading to policy reformation, better utilization of fishery resources for sustainable supply chain and consumption.
  2. For WWF’s Market Transformation : Thailand is an important country for the production and export of seafood commodities. Thailand is highly relevant in order to promote the adoption of a legal, transparent system that ensures seafood is sustainably caught and traceable distributed.
  3. For WWF Thailand’s domestic fisheries market, WWF is well-established to influence the development of sustainable seafood production including fair treatment of workers on Thai vessels and within the seafood supply chain. and consumption in Thailand working with local stakeholders, community fisheries, government and private sector.

 

  1. WWF Thailand Sustainable Markets Team is active in key fisheries roundtables and promoting the adoption of sustainable social and environmental standards and processes focusing MSC certification and Fishery Improvement Projects (FIP), full transparency at sea as well as traceability throughout the supply chain.

 

  1. To deliver national and global goals, WWF Thailand needs to engage strategic players in the private sector, GAAs, academia and CSOs in coordination with internal cross-functional teams in WWF Thailand and the larger WWF Network.

 

 

  1. Major Function

WWF-Thailand is seeking an experienced Fishery Manager to liaise closely with WWF  Network teams to ensure WWF-Thailand contributes to delivering global fisheries objectives by impacting fishery policy and practices in Thailand, and engaging the  strategic players in the private seafood sector. This position will provide technical advice and promote WWF positions in various national fisheries roundtables to promote sustainable fishing practices through FIPs and to move toward international standards supported by WWF such as MSC and beyond.

 

Overarching goals and scope of work:

  1. Lead a highly qualified team of fisheries experts in implementing an ambitious but realistic strategy to deliver WWF Thailand’s goals for sustainable production and consumption of seafood, and ensure critical contributions to WWF’s global goals for sustainable fisheries covered by the Network initiatives and the relevant global practices.

 

  1. Make the Thai fisheries and seafood processing sector an example of best practices for transparency, traceability and sustainable sourcing, thereby tracking vessels, eliminating IUU, Trafficking in person (TIP), forced labor and other unsustainable practices in fisheries.

Pilot model supply chain reforms (transparency/ traceability/ anti-illegal practices / sustainability) in specific chains (starting w/ shrimp, forage fish/ trash fish and tuna) that are scalable to other products and places.

 

  1. Significantly improve Thai (and regional) catch documentation, vessel tracking and traceability regulations and practices through national reforms and work towards harmonization at the inter-governmental/regional level.

 

  1. Work with relevant government agencies and corporate roundtables on the Andaman sea fisheries (and their associated communities) can become sustainable and lead the fisheries and communities towards sustainability in order to achieve a healthy ecosystems and to alleviate the current, massive pressures contributing to labor rights abuses.

 

  1. Achieve impactful transformational partnerships with major Thai seafood companies, with WWF-TH as the gate-keeper office supported by well-coordinated network stakeholders. Priority Species Focuses: Tuna, Forage Fish, Blue Swimming Crab.

 

 

  1. Major Responsibilities

 

  1. Establish and implement a seafood and fisheries strategy to deliver goals above, and align with WWF’s global goals across relevant practices, food, markets, oceans.

 

  1. Engage strategic partners in the fisheries sector to transform value chains

 

  1. Represent WWF in fisheries roundtables influencing standards for certification as well as transparency and traceability.
  2. Engage relevant government contacts and ministries – fisheries, commerce, labor, etc. to influence policies towards environmental and social sustainability in the fishery sector.

 

  1. Liaise closely with internal Network fisheries and seafood market teams to align with global goals in tuna, forage fish and blue swimming crab.

 

  1. Liaise with international fisheries certifying bodies such as MSC, IFFO, and organizations working in sustainable fisheries such as the ISSF, SFP, etc. and ensure that WWF’s expectations regarding sustainability, social issues, transparency and traceability are met.

 

  1. Establish and implement a fisheries strategy for Thailand aligned with relevant Practices and global objectives, and Thailand’s 2016-2020 conservation strategy, specifically sustainable production and financial flows.

 

  1. Manage the Sustainable Markets fisheries team to ensure AIMs are delivered, capacities developed where needed, including succession plans for critical roles in the fisheries team.

 

  1. Work with Greater Mekong country teams and regional teams in Asia Pacific, Practices including the Coral Triangle Network initiatives and the global network for fisheries and seafood work, sharing knowledge and training where required.

 

This TOR covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs.

 

 

  • Requirements

 

Essential

  • Masters or PhD degree in fisheries, natural resource management, or related fields, or equivalent experience.
  • Excellent management skills and experience in harnessing technical teams to deliver common goals, mindful of the details needed to deliver on national and global fisheries goals.
  • Knowledge of marine ecosystems and fisheries governance in Thailand and/or other SE Asian countries including regional fisheries management organizations
  • 3-5 years experience in supply chain management and sustainable production of seafood.
  • Technical expertise in a relevant environmental, sustainability, social, economic, business or industry discipline.
  • Demonstrated understanding of the Thai and regional markets and supply chains for seafood, including national and international issues, policy legislation and key stakeholders.
  • Expertise in working in a cross-cultural environment including excellent intercultural and cross-sectoral negotiation skills
  • Excellent spoken and written English and Thai.

 

Desirable

  • Experience in management of large and complex projects.
  • Experience in strategic planning and assessment, and policy analysis and planning.
  • Significant advocacy skills and experience in negotiating with high-level stakeholders.
  • Sound financial management skills, including budgeting.
  • Understanding of the links between economic growth, sustainability, environmental conservation, poverty and livelihoods in the emerging markets.
  • Experience in developing countries.
  • Excellent interpersonal, written and verbal skills including the ability to build positive relationships internally and externally.
