DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION (Briefly describe your department’s/ country program’s core functions or mission)
ARC maintains and strengthens a healthy and safe environment for refugee women, children, and families. Services provided include: access to comprehensive, quality primary health care and to gender based violence (GBV) prevention/response services, training, and refugee/community capacity building and integration. The project focuses on: health and nutritional needs for pregnant women and children under 5; increasing community awareness, treatment and prevention of disease; strengthening GBV prevention; and income generation capacity to meet community and individual needs.

To reduce—or, where appropriate, maintain current levels of--morbidity and mortality among refugees in recipient-serviced camps in Thailand. To strengthen the health of the refugees, particularly of women and children. Job exists because women and children are vulnerable groups and need focused services. Strategy is to achieve this by training refugee staff, who provide the actual services and take care of their own community.
MAJOR AREAS OF ACCOUNTABILITY (List the primary duties and responsibilities of the position as simply, yet completely as possible. Include the average percentage of time spent on the duty/responsibility. Generally, there are no more than ten (10) major responsibilities.)
PRIMARY DUTIES/RESPONSIBILITIES % OF TIME
- Conduct initial and in-service training:
- training to replace staff who resign
- theoretical and practical clinical skills
- technical support and capacity-building skills
- community health education
- supervise staff in planning and conducting training 20%
- Train and develop supervisory counterparts and apprentices in camp:
- facilitate and enhance problem solving approach in area of practice and community
- evaluate and document staff performance, complete service quality assessments to improve staff competence and performance
- develop ongoing system for apprentices to transfer knowledge and skills ( hands-on)
- provide supervision, leadership, management, coordination, decision making, planning meeting and training skills
- use Primary Health Care Management Advancement Program (PHCMAP) modules for staff training wherever appropriate 20%
- Develop, implement, and evaluate maternal health services, including:
- focused antenatal care services
- community care, home visits, and follow-up
- ensure every birth attended by skilled birth attendants ( midwives)
- postnatal care
- family planning
- nutrition in pregnancy 5%
- Develop, implement, and evaluate child health services, including:
- screening and growth monitoring
- examination
- immunizations
- supplementary feeding and nutrition counseling
- use of “Road to Health” cards
- follow-up and home visits
- keep track of records in HIS registers 5%
- Develop, implement, and evaluate comprehensive family planning services, including:
- community education and counseling
- referral for bilateral tubal ligation and vasectomy 5%
- Develop, implement, and evaluate reproductive health services, including:
- sexually transmitted infection (STI) prevention, recognition, and referral
- prevention, screening for sexual violence and management
- maternal care and assessment for all women of reproductive age
- adhere to protocols for referral of obstetric emergencies 5%
- Develop, document, and implement written protocols and standard operating procedures for:
- maternal health
- reproductive health
- sexually transmitted infection (STI)
- safety regarding HIV/AIDS in RCH procedures
- Prevention of Mother-to-Child Transmission (PMTCT)
- child health
- Standard supply lists, inventory, program administration, etc.
- community health education 5%
- Develop, implement, and evaluate community health education:
- approach to social behavior change and communication
- facilitate and manage regular problem solving and planning meetings with staff (weekly)
- evaluate and document staff performance regularly
- plan and document staff work plans monthly
- coordinate CHE training, CHE activities, community liaison, and the integration of RCH and CHE
- endemic health problems & disease outbreak surveillance/management
- hygiene
- nutrition
- education to support other programs

- Collect statistics and complete reports promptly:
- develop, use, and incorporate logical frameworks into project activities and reporting 10%
- Coordinate planning, resources, and activities with other ARC staff

- program integration with PHC in raising awareness about HIV/AID, prevention of teenage pregnancy and abstinence and other activities
- microenterprise development, e.g. nutrition, restaurant hygiene, weaving, and sewing

Miscellaneous
- Maintain inventory of program supplies.
- Adhere to established safety/security policies and procedures.
- Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
- Other tasks as assigned by the RCH-CHE lead or field coordinators. 5%
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well. Include years of experience required.)
- Certified community health or public health nurse, with midwifery training and experience (2 years).
- Nursing certification (RN).
- Experience working in public health or a district health office preferable (2 years).
- Immunization experience (2 years).
