Project Title:  Global Fund Malaria SSF and RAI Projects

 

POSITION TITLE:  Data Management/M&E Officer

COUNTRY PROGRAM:  Thailand

RESPONSIBLE TO:  Project Coordinator

STATUS:  Full time

BASE: Ranong Province, Thailand

 

Project Summary

The GFATM contributes to the elimination of malaria in Thailand, as well as preventing the emergence or spread of artemisinin resistance in new areas, to make as large as possible contribution to the elimination of Falciparum malaria from the Greater Mekong Sub-region (GMS), and to prevent the emergence or spread of Artemisinin. This project is supported by the Global Fund to fight HIV/AIDs, TB, and Malaria. Specific project deliverables have been established in ARC’s performance framework.  Goal, objectives, and activities are aligned with the Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative (RAI) and Country component Single Stream Funding (SSF). 

PRIMARY PURPOSE OF THE POSITION

The Data Management Officer (DMO) is an integral member of the project team responsible for delivering goal, objectives and activities under the Global Fund Malaria SSF and RAI Projects. Under the direct supervision of Project Coordinator, the Data Management Officer is primary responsible for setting up, planning, analyzing, coordination, management and maintenance of data management system.               

 

PRIMARY DUTIES/RESPONSIBILITIES  

  1. Perform project related data management activities:
  • Collect and enter data collected/submitted from the field offices.
  • Make a proper archive of all raw data and information collected/submitted from the field or from the Project Coordinator.
  • Maintain an ordered record of all data received specifying title of data collection form, date received, person submitting and contents or number of records received to facilitate tracking of missing data forms.
  • Undertake validation of information in the data collection forms including completeness of information recorded and consistency of information.
  • Confirm missing data or inconsistent information with Project/Provincial Coordinator as early as possible to minimize errors due to recall.
  • Maintain all the data in good condition and ensure the protection of data from corruption.
  • Make regular back-up of data on disk as protection from data corruption or hardware crashes.
  • Recommend changes to systems and processes related to the collection, reporting, and dissemination of information.
  • Analyze the data and information submitted by Field Supervisors to Project/Provincial Coordinator, and also provide feedbacks to Field Supervisor if need
  • Submit provincial core team (Project Manager, Project Coordinator and Provincial Coordinator) data summaries or specified reports according to specified timetables.

 

  1. Participate in the meetings of project staff and field workers to be well informed in the system of data flow allowing for actual situation in the field.

 

  1.  Provide on-site data verification from all the data reported coming from field offices in consultation with the Project Coordinator and Provincial Coordinator

 

  1. Performs other tasks assigned by Project Coordinator and/or Project Manager.

 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well.  Include years of experience required.)

  1. Hold a bachelor or higher degree in Computer, Software Development or Communication
  2. Have extensive experience and skill in data encoding and analyzing by using Microsoft Excel in particular (Being able to use other applications is an added value)
  3. Have at least 2-year excellent experiences in
    • Verifying, compiling and consolidating data
    • Doing monitoring and evaluation in the field, and providing recommendations if necessary
    • Analyzing data and information
    • Presenting the data in a understandable manner
    • Developing and supervising ‘Mobile Health Technology (mHealth)’ in community health interventions or other related fields is an added value
  4. Be knowledgeable in Microsoft package (Word, Excel, Powerpoint, Email and so on)
  5. Able to report in English is an advantage

  7. Excellent communication and writing skills (Having English writing skill is an advantage)
