Project Summary
The GFATM contributes to the elimination of malaria in Thailand, as well as preventing the emergence or spread of artemisinin resistance in new areas, to make as large as possible contribution to the elimination of Falciparum malaria from the Greater Mekong Sub-region (GMS), and to prevent the emergence or spread of Artemisinin. This project is supported by the Global Fund to fight HIV/AIDs, TB, and Malaria. Specific project deliverables have been established in ARC’s performance framework. Goal, objectives, and activities are aligned with the Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative (RAI) and Country component Single Stream Funding (SSF).
PRIMARY PURPOSE OF THE POSITION
The Provincial Coordinator (PC) is an integral member of the project team responsible for delivering goal, objectives and activities under the Global Fund Malaria SSF and RAI Projects. The Provincial Coordinator is responsible for directing, organizing and controlling project activities in Provincial level, under the direct supervision of Project Coordinator.
PRIMARY DUTIES/RESPONSIBILITIES
- Perform project activity implementation, coordination and facilitation:
- Participate in malaria program activities with Provincial/District Health Office, Vector Borne Disease Center/Unit, Hospital and other key partners.
- Conduct periodic assessment with health partners that regularly measure project performance toward attaining goals and indicators.
- Counter check and validate data collection forms submitted by the Field Supervisor.
- Implement all project activities to all stakeholders at all level from the province down to the community.
- Ensure availability and distribution of LLINs to target population.
- Oversee the implementation of community-based malaria activities, monitoring and evaluation, monthly staff meeting in Provincial/District level.
- Support Project Coordinator as necessary:
- Support in the recruitment of Migrant Liaison Officer and Migrant Health Volunteer by tapping the community and their leaders, employment offices, health facilities and any similar establishment to come up with a core group of candidates.
- Assist in the activities of the Malaria Posts through coordination with the Provincial/District Health Office, Vector Borne Disease Center/Unit, Hospital and other key partners.
- Assist in the development of training manual, behavior change communication materials and other tools which are essential for staff development and community based interventions.
- Establish and maintain a standard and systematic recording and reporting system that will provide consistent, accurate and timely information
- Submit monthly program accomplishment report, monthly itinerary and others to Project Coordinator in a timely and accurate manner
- Provide overall management and supervision to Field Supervisor, Admin/log, Bookkeeper, Data Management Officer, Behavior Change Communication Officer and other provincial level staff.
- Perform and complete other necessary tasks assigned by Project Coordinator/Project Manager.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well. Include years of experience required.)
- Hold a bachelor degree or higher in one or more of the following: Health, Nursing, Social Development, Community Development, Social Science or any other related field
- Have knowledge on malaria, and/or other infectious diseases, and with at least of 2-year experience working with mobile migrant population in I/NGO development project
- Have experiences in program and staff management
- Experience in coordination with Thai authorities and community key partners
- Possess training, supervisory and monitoring skills
- Able to handle work efficiently and accurately under time constraints
- Able to report in English
- Able to communicate in Burmese language is an added value
