Information Technology and Systems Management Specialist

for four years remaining in regional program of the United States Agency for International Development, based at the consulting firm’s office in Bangkok, Thailand

On May 14, 2015, Tetra Tech ARD, a U.S. company, was awarded a contract to implement USAID | Regional Development Mission for Asia’s (RDMA) Oceans for Biodiversity Conservation and Food Security Activity (USAID Oceans). The objectives of the USAID Oceans activity are to: 1) implement sustainable Catch Documentation and Traceability (CDT) system and Fisheries Information System (FIS) pilots within a regional Ecosystem Approach to Fisheries Management (EAFM), 2) expand use of FIS and CDT system to areas important for biodiversity in the Coral Triangle region, 3) strengthen capacity of regional organizations to conserve biodiversity using EAFM and CDT systems to combat IUU fishing and fraud, 4) engage the private sector to ensure sustainability and uptake, and 5) advance regional fisheries governance through coordination of the OCC. OCEANS will be implemented primarily with congressionally mandated Biodiversity Conservation funds. USAID Oceans works in close collaboration with the South East Asia Fisheries Development Center (SEAFDEC) and the Coral Triangle Initiative on Coral Reefs Fisheries and Food Security (CTI-CFF).

The Information Technology and Systems Management Specialist will support the Regional Catch Documentation and Traceability Specialist in the implementation and management of the CDT system roll-out across ASEAN and CTI-CFF countries. This will include supporting the development of the CDT and Fisheries Information System (FIS) and coordinating with SEAFDEC, CTI-CFF, partner countries, and private and non-government counterparts to ensure stakeholder needs are addressed. Working with the broader USAID Oceans Partnership Activity team, the Information Technology and Systems Management Specialist will ensure that Tetra Tech ARD deliverables and targets are met for CDT and FIS components.

Ø  Prinicipal Responsibilities and Tasks

The Information Technology and Systems Management Specialist is responsible for:

• Working with the Regional CDT Specialist, Chief of Party, Deputy Chief of Party, USAID Oceans technical team members, USAID | RDMA, Tetra Tech ARD home office, and other key stakeholders to support the implementation of goals, timeline, priority functionality, and resources for the CDT system;

• Supporting the sourcing, vetting, and recommendation of vendors for the procurement of appropriate software and hardware and technical support services required to create the initial versions and functionalities of the CDT system within the USAID Oceans allocated budget;
• Coordinating the development and system improvement process of CDT and FIS through user feedback;
• Working closely with site level coordinators to ensure successful implementation and deployment of the CDT system in target demonstration and expansions sites by providing technical advice and coordination with vendors and implementing partners;
• Participating in the collaborative activities with the Oceans Technical Advisory Group;
• Supporting USAID Oceans monitoring and evaluation efforts related to the CDT and FIS implementation and relevant USAID Foreign Assistance Targets;
• Contributing to reporting and representation needs related to CDT and the overall activity as appropriate;
• Performing other tasks as may be assigned.

Ø  Minimum Qualifications

Education

• Minimum BSc in Information Technology (MSc level preferred) or Business degree with software development training and experience

Technical Qualifications

• Experience with open source, Internet of Things (IoT), and other emerging mobile and internet technology;
• Must have strong analytical skill and interest in learning new things;
• Capable of working productively in a project environment where work is driven by deliverables and strict deadlines;
• Strong English verbal and written communication skill;
• Demonstrated ability to interact professionally and work constructively with a range of individuals, including local partners and government officials;
• Experience developing and delivering presentations, workshops and trainings, including field support;
• Previous work experience in business process analysis or traceability in pharmaceutical, agriculture, food or other supply chains is an advantage;
• Experience working in Southeast Asia countries.

Languages

• Fluent English; ability to communicate in Thai, Filipino or Bahasa Indonesia is an advantage
