The Resettlement Associate is a member of the Resettlement Unit/Team. Under the overall supervision of the Resettlement Officer, the incumbent’s primary role is to assist in providing, in close coordination with concerned sections/units within UNHCR as well as external parties such as resettlement countries, IOM and NGOs, continuous support to resettlement processing by ensuring that resettlement polices are correctly implemented and the operation is supported in establishing comprehensive protection and solutions strategies.
The Resettlement Associate takes part in assessing cases for resettlement and conducting interviews. The incumbent will also facilitate voluntary repatriation for persons of concern who have expressed their interest in returning to their countries of origin/habitual residence. In discharging these duties, the Resettlement Associate will liaise with the supervisor and ICMC Resettlement Experts as well as other staff memebers in the Resettlement Team. S/he will also liaise with Registration, Protection and Community Services staff as well as NGOs, IOM and resettlement counterparts.
Scope of Assignments
- Interview, assess resettlement needs and process refugees identified for resettlement, following established criteria and procedures; undertake field missions when required.
- Comply with UNHCR’s procedural standards on resettlement, ensuring timely action on cases.
- Follow up on status of cases from submission to departure; ensure effective communication on the status and follow-up on refugees considered for resettlement; ensure that records on individual cases are kept up-to-date.
- Communicate with resettlement counterparts, NGOs, IOM, and the Royal Thai Government regarding individual cases to facilitate resettlement processing.
- Manage, maintain and update proGres and individual files.
- Coordinate travel and departure arrangements for refugees accepted for resettlement.
- Organize logistical support for governments undertaking resettlement missions.
- Maintain accurate and up-to-date records on individual cases; assist in the preparation of reports.
- Respond to inquiries from refugees and external partners relating to resettlement eligibility and individual case status, both orally and in writing.
- Provide counselling to refugees under resettlement consideration on processing requirements and individual case status update.
- Facilitate voluntary repatriation for persons of concern expressing their wish to return to their country of origin/habitual residence, ensuring that they make an informed decision and that they are returning in safety and dignity.
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.
- Perform other duties as required.
Monitoring and Progress Controls
- The Resettlement Associate processes a minimum of three cases per week (resettlement Interviews and Resettlement Registration Forms completed).
- Resettlement delivery is needs-based, non-discriminatory and prioritized for refugees most in need of this solution.
- UNHCR’s resettlement policies and standards are correctly and coherently applied.
- Eligible refugees are made aware of UNHCR’s resettlement procedures and have fair and transparent access to and participation in the resettlement process.
- Fraud in the resettlement process is promptly identified and addressed.
Qualifications and Experiences Requirements
- Completion of secondary education with certificate/training in International Law, International Relations or related fields required. University degree in a related field would be an advantage
- Minimum five years of job experience relevant to the functions.
- Knowledge of UNHCR Resettlement policies and operational applications desirable.
- Fluency in spoken and written English.
- Fluency in working knowledge of local language (Thai).
- Knowledge of another UN language would be an advantage.
- Knowledge of computer and use of various computer software packages (i.e. MS Word, Excel, Access).
- Proven communication/interpersonal skills; ability to work in a culturally diversified team.
- Proven drafting skills.
- Good research and analytical skills.
- Good organizational skills.
- The ability to work under time constraints and to handle stress.
