Project Description
The Local Capacity Initiative (LCI) under the US President Emergency Fund for AIDS Relief (PEPFAR) intends to enable civil society organizations to support and strengthen the capacity of community based organizations (CBO) to advocate for improved quality, accountability, and performance of national HIV and AIDS programs in Thailand, Laos, and Vietnam with a goal to enhance HIV responses through civil society engagement in policy advocacy processes.
Raks Thai Foundation in partnership with the Foundation for AIDS Rights (FAR), SWING Foundation, Lao Positive Health Association (LaoPHA) and the Vietnam Network of People Living with HIV (VNP+) as an LCI Consortium, under the support of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID), is implementing this initiative to strengthen advocacy capacity among civil society organizations and to advocate for improved access to quality HIV services for key affected populations (KAPs),access to services RRTTR (Reach, Recruit, Test, Treat and Retain) including community-led HIV services and provision of pre-exposure prophylaxis (PrEP).
LCI Consortium is a coalition of civil society organizations to advocate for improved HIV response as collaborative effort with other partners and networks to ensure ending HIV and sustainability in Thailand, Lao PDR and Vietnam. The program aims to foster leadership and strengthen capacity of civil society organizations to effectively advcocate for improved HIV resposne with their respective governments. The LCI will emphasize on building capacity on leadership skills of CSO leaders to be able to mobilize and engage participation of others in the process of policy analysis, policy advoacy communication, policy monitoring and evaluation through aprticiatory process and networking.
Objective of Assignment
* Working with the LCI COP, KP and technical advisor in the process of strengthening project management support to the LCI program

Expected Outputs and Deliverables
Institutional Arrangements: Report to the COP
Duration of Assignment: the period of September 2016 in the total of 10 working days
Duty Station and expected places of travel: Bangkok, Thailand
Language: Excellent in Thai and English, the final written reports will be made in English
Expertise:
Related academic background, direct experience in project management,
Desirable experience in working with projects supported by international donors such as USAID, EU, GIZ, DANIDA

Cost proposal
No cost proposal is needed at the time of submitting the Letter of introduction and related materials. This will be discussed at the time of interview only for those that pass the first round of screening
Payment terms
Upon satisfactory receipt of delivery 30, 30, 40%
