The USAID Civil Society Partnerships Project (CSPP) implemented by Khon Kean University’s Center for Civil Society and Nonprofit Management (CSNM) aims to improve Civil Society Organizations capacity in project management and leadership through innovative solutions with quality curriculums of the subjects and innovative learning platform that fit with diverse contexts of respective Lower Mekong Subregion (LMS) countries. With this aim, CSNM is in the process of developing an executive course using workshop style on Project Cycle Management consisting of four modules: 1. Project/Problem Identification, 2. Project Formulation and Preparation, 3.Project Implementation, 4. Project Monitoring and Evaluation. The course of the four modules are developed by curriculum development consultants from LMS countries particularly from Cambodia and Thailand. The developed course is being localized and conducted the training to Thai CSO partners in workshop style training to its Thai CSO core partners. Upon completion of course development, the course will also be transferred to academic courses for ungraduated and graduate program of Khon Kaen University. Given the high cost of training delivery to its partners of geographical dispersion in Thailand and potential learners from LMS countries, there is a need to develop a training model that is more innovative, effective, and sustainable. To be more effective in training delivery and reduce learning barriers due to traveling time, cost of classroom facilities and accommodation for participants, an e-learning model or a blend learning model – a combination online learning and face-to-face learning -- considered to be more effective, innovative, time and cost saving.
For this purpose, CSPP is seeking a technical consultant or firm to advice on technical specification and to develop an e-Learning platform for delivery CSPP’s learning content on Project Management Cycle.
The main purpose of the consultancy is to provide technical advice on Learning Management System/e-Learning platform and build an e-learning platform based-on internet technology to deliver an open course on Project Management Cycle of four modules for a registered and non-register CSO practitioners in Lower Mekong Countries (Cambodia, Laos, Myanma, Thailand, and Vietnam). 1. Development of workplan and an e-Learning concept that suitable for delivery to target audience in NGO or CSO practitioners in Thailand and LMS. |
· Review existing curriculum and training materials on the Project Cycle Management course of CSNM/CSPP to identify the needs to further improve online course content. · Conduct the stakeholder meetings to identify the learning needs and the most suitable learning model, and system. · Develop the e-learning course delivery strategies including technical specification required for converting or adapting existing instructional materials, media, and pedagogical elements to support the blend or self-pace learning. · Identify Learning System Management that provide learners to be easily access with regard to users’ accessing devices, internet connectivity and suitable for the self-pace learning model. · In selection of the system, provide pro and cons of the proposed learning management system with regards to hosting, data risk, maintenance issue, tracking and monitoring issue. · Present the concept to the CSNM/CSPP team. · Finalize the e-learning concept. |

2. Designing the platform |
· Identify features of the e-learning system to be developed, user interaction to the platform. · Design the user interface, validating the design and functionality of the platform with CSNM/staff or appropriate target users, and address usability of the users. The design of the interface should be simple, attractive, intuitive, and visually compelling. Integrate the course materials and other learning content · Develop the monitoring system or features that allow CSNM/CSPP to track and monitoring user activities. |

3. Deployment of the e-Learning platform |
· Working with Khon Kaen University and CSNM/CSPP staff on the installation of the platform, uploading the courseware. · Training on the operating and monitoring of the platform. |

4. Documentation of the system on how to operate the platform. |

Performing the task is home-based with some travel to center site. The travel of the selected consultant will be included in the contract fee.
The project will take approximately 90 working days (September – December 2016). It is expected to start on 12 September 2016.
