Project Summary
The GFATM contributes to the elimination of malaria in Thailand, as well as preventing the emergence or spread of artemisinin resistance in new areas, to make as large as possible contribution to the elimination of Falciparum malaria from the Greater Mekong Sub-region (GMS), and to prevent the emergence or spread of Artemisinin. This project is supported by the Global Fund to fight HIV/AIDs, TB, and Malaria. Specific project deliverables have been established in ARC’s performance framework. Goal, objectives, and activities are aligned with the Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative (RAI) and Country component Single Stream Funding (SSF).
PRIMARY PURPOSE OF THE POSITION
The Project Coordinator (PC) is an integral member of the project team responsible for delivering goal, objectives and activities under the Global Fund Malaria SSF and RAI Project. The Project Coordinator is responsible for directing, organizing and controlling project activities, under the direction of a Project Manager (PM) & Country Director (CD).
MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
Provide managerial oversight of Global Fund Malaria SSF and RAI Project along the Thai-Myanmar border and planning with the Project Manager to ensure the successful implementation of project objectives and activities, providing guidance to overcome issues identified.
Ensuring timely project reporting from project donors:
Review and submission of quality quarter and annual project progress reports to Project Manager in line with donor standards
Submits monthly consolidated Monitoring and Quarterly Evaluation Reports both quantitative and qualitative to the Project Manager
Performing regular monitoring and evaluation in line with ARC and donor standards.
Track the progress and quality of work being performed by staffs at the field level
Use project scheduling and control tools to monitor projects plans, work hours, budgets and expenditure.
Providing guidance, advice and direction to Project Manager so as to ensure project is successfully implemented in line with the project proposal and performance framework.
Ensures coordination and collaboration with project partners.
Local and regional networking advocacy
Involved in donor communications/meetings as assigned by Project Manager/Country Director
Ensuring compliance and dissemination to field staff, including health facilities, of existing protocols for malaria case finding, diagnosis, referral, treatment and patient follow-up.
Ensuring the development of a data management system in accordance with the monitoring and evaluation scheme to be developed for the project to ensure collection and maintenance of integrity of data collection.
Ensuring the development of materials for training, health education and other behavioral change instruments adapted for the migrant community.
Facilitates capacity building of health staffs, health volunteers and district staffs to improve Malaria project performance based on standards, goals, objectives and indicators of the project through training, orientation, development activities, consultation, dialogue and advocacy in coordination with PPHO and local officials.
Assist Project Manager in looking for new funding opportunities
Performs other tasks assigned by Project Manager/ Country Director.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well. Include years of experience required.)
Degree or higher in one or more of the following: Health, Social Development; Community Development Social Science or any other relevant field
Knowledge on malaria, and/or other infectious diseases, MCH, and with experience working with mobile migrant population
Minimum 3 year experience in development projects with NGOs
Experience in program management
Capacity to engage with people/organization from a variety of backgrounds – government, INGO/NGO, CBO and other local partners
Ability to handle work efficiently and accurately under time constrains
Excellent English both verbal and written competency. Being able to communicate basic Burmese language will be an added value
Proven reporting skills in English
