Background
The Mekong Partnership for the Environment Project (MPE) presents a unique opportunity to broaden stakeholder engagement to achieve a vision of increased social and environmental soundness of regional development projects in the Lower Mekong Subregion (LMS). Large development projects with significant trans-boundary social, economic, and environmental impacts demand a creative approach that involves meaningful engagement across diverse stakeholders, including governments, banks and the private sector, civil society organizations (CSOs), and communities. The MPE project’s major objectives include:
Objective 1: Increased capacity of civil society to influence development decisions that have significant anticipated social and environmental impacts;
Objective 2: Strengthened regional platforms for multi-stakeholder participation in development decision making; and
Objective 3: Increased public access to quality, timely information on environmental and social costs and benefits of regional development projects.
Overview of Consultancy
In January 2016, Development and Partnership in Action (DPA) in Cambodia in cooperation with Pact began the assessment process of organizational policies and systems in relation to the Non-US organization Pre-Award Survey (NUPAS) Guidelines and Support requirements for the purpose of capacity development of local partner’s organization. At this step, DPA and Pact agreed and worked together by going through the existing organizational policies and systems in six (6) review categories consisting of the following: (i) legal structure; (ii) financial management and internal control systems; (iii) procurement systems; (iv) human resources systems; (v) project performance management; and (vi) organizational sustainability. The finding of preliminary assessment was that DPA has a strong foundation of organizational policies and systems. However, some practices and policies are not yet in line with NUPAS guidelines and DPA requires support and guidance from Pact to come into compliance.
For this effort, Pact is seeking a technical consultant to provide assistance in developing and strengthening DPA organizational policies and systems. The consultant will develop and review regulations, policies and administrative systems for one of MPE’s local partners to have a strong foundation to be in line with NUPAS Guidelines and Support requirements and have potential for direct grant possibilities from USAID.
Specific Tasks
(I) Legal Structure,
To review the legal structure of Development and Partnership in Action (DPA) that is MPE’s local partner in Cambodia including provide advice as needed
(II) Financial Management and Internal Control Systems
To review the financial management and internal control systems including develop internal control policy with clear procedure and flow down process, code of conduct, transparency policy and anti-corruption policy and IT policy such as data backup etc.,
(III) Procurement Systems
To review the procurement systems and develop procurement policy and procedures for each threshold cost, competition procedure, ineligible goods, services, supplies and sources, allowable, allocable and reasonable
(IV) Human Resources Systems
To review the human resource systems and develop HR policy in particular clearly written on delegations of authority, number of working hours to be compliance with local laws, time sheet record for payroll, internship and volunteer staff policy, recruitment policy, conflict of interest policy
(V) Project Performance Management
To develop a policy and procedure for program monitoring and evaluation to have a clear technical evaluation criteria and tools for regularly reporting
Deliverables
All the policies and procedures for MPE’s local partner must be completed and meets the requirements outlined in the NUPAS Guideline as per USAID requirements.
Qualifications
Excellent written and verbal communication skills
Familiarity with USAID grants programs, specifically the NUPAS process.
Fluency in English, both written and spoken, strongly preferred
Ability to work independently
Degree in business/NGO administration, human resources, or equivalent expertise
Minimum of 5 years work experience with USAID programs as a grants/contracts, administration, and/or organizational capacity development expert. Prior policies or report drafting experience (writing sample will be requested)
