NPA Thailand is currently working in partnership and support to the Thailand Mine Action Centre (TMAC). In 2016, NPA is implementing the “Establishing of the Baseline of Mine/ERW Contamination in Thailand” project in joint-operations with the Humanitarian Mine Action Unit 3.
Thailand has a considerable problem of mines and other explosive remnants of war (ERW). Vast areas along the Thai - Cambodian border are severely contaminated. Past survey efforts have in part identified the larger areas that could be mined but these areas are inflated and fail to represent a realistic scope of contamination. The landmine problem in Thailand thus remains poorly defined.
This Survey is in effect an evidence-based non-technical survey (NTS) that may be enhanced with components of technical survey (TS) to provide greater accuracy where necessary. The survey will free up land where fear from mines/ERW currently impedes cultivation and other development/business initiatives.

Position: Operations Officer (full time) 1 position
Department/Project/Country: Humanitarian Disarmament/ Bangkok Office (External Office: EO)/ Thailand
Immediate Superior: Programme Manager

Function prerequisite
The position requires education and/ or experience as well as an ability to plan and manage operations. Good leadership and communications skills are required along with the ability to motivate staff.
The position is based in Bangkok and Operational Provinces in Thailand (in 2016-Ubonratchathani province) as dictated by the operational needs of the programme with significant proportion of working time in field locations. Relevant experience would encompass the following:
• Ability to meet tight deadlines.
• Good command of English.
• Good health.
• Ability to adapt to harsh environment and work calmly under pressure and with limited supervision.
• Good computer skills, GIS skills are an advantage.
• Good communication, cultural understanding and interpersonal skills.
• Driving licence.
• Relevant education or equivalent qualifications (result focused mine action NGO or commercial EOD work, relief and development programmes or military qualifications) would be great asset, but not necessary.
• Proven ability to learn the new concept in order to be able to develop and manage survey and clearance operations, including motivating and leading a team.
• Experience in operational planning and proven analytical skills would be
assets.
• Good knowledge of Humanitarian Disarmament policy, International Mine Action Standards, National Mine Action Standards, Standard Operating Procedures (SOP) and land release principles (and/or Impact Assessment TG when relevant) would be preferable but not necessary.
• Proven experience in drafting technical notes, SOP and training packages is an advantage.
• Hands on mine action experience with non-technical survey, technical survey, manual demining, EOD, BAC, mechanical and/ or animal detection an advantage.
• Good understanding of management of mine action operations and their support, including logistics, finance and human resources are assets.
Responsibilities:
The Operations Officer has the overall responsibility for all operational aspects of the programme, including quality management and impact assessment. Direct supervision and control of all operations and technical activities allocated to him/ her to include:
• Implement a functional operations room with technical and operational planning and reporting systems.
• Planning, execution and quality management of Baseline Survey/Land Release
• Conduct operations in accordance with overall plans/pre-deployment plans, Standard Operational Procedures (SOPs) and the National Mine Action Standards (NMAS).
• Ensure operational accreditation (in accordance with national standard).
• In close coordination with Head Office, ensure SOPs are updated and accredited by the Thailand Mine Action Center (TMAC).
• Provide support and assist national authorities in establishing and reviewing NMAS when relevant and include HO in revision processes.
• Plan and implement training of local staff in survey, impact assessment (IA Level 2), and procedures in accordance with NMAS as well as Thailand Programme’s SOPs.
• Plan and implement technical and managerial continuation training of field staff to build capacity.
• Provide progress reports on technical, operational (including impact related information) and administrative matters.
• Represent NPA and brief stakeholders on NPA operations.
• Liaise with national authority, national and international mine action operators and other relevant stakeholders.
• Target resources and work towards an improvement of the planning process, so that operations are carried out with focus on quality, cost efficiency and impact.
• Develop and maintain an operational QM system.
• Oversee, analyse, and supervise all operational data.
• Contribute to methodology development.
• Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the Programme Manager
